Chapter 1 of Principles of Federal Appropriations Law discusses Congress's constitutional power of the purse, as well as GAO's role in appropriations law. Chapter 1 sets out a framework for the analysis of issues in appropriations law. It also discusses statutory interpretation and contains a brief overview of agency interpretations of statutes and of their own regulations.
