Washington, DCOn the 40th anniversary of the passage of the Individuals with Disabilities Education Act (IDEA), Congressmen Jared Huffman (D-CA) and Mark DeSaulnier (D-CA) today introduced innovative new legislation to help cover the exceptional costs that can be associated with educating high-need children. The new bill, the IDEA High Cost Pool Funding Act, would provide additional support to states that set up “pools” to help reimburse local schools for special educational services that are three times or more the average per pupil expenditure.

In 1975, Congress took the critical step of passing the Individuals with Disabilities Education Act (IDEA), providing a promise that every child with disabilities would have the opportunity to reach his or her full potential. At that time, the federal government committed to pay 40 percent of the average per pupil expenditure for special education.

WASHINGTON­—Congressman Jared Huffman (D-San Rafael) today introduced a bill to help rebuild America’s schools and public libraries and upgrade their broadband infrastructure, all while cutting energy and maintenance costs. The Investing for Tomorrow’s Schools Act of 2014 (H.R. 5259) would allow state infrastructure banks to make loans for projects to repair school facilities, make energy efficiency improvements, install broadband internet infrastructure, among others.
