Providing for the acceptance of a statue of Gerald R. Ford, H.Con.Res.27
Accepts in the name of the United States the statue of Gerald R. Ford furnished by the people of Michigan for placement in the U.S. Capitol. Tenders the thanks of Congress to the people of Michigan for providing this commemoration. Authorizes Michigan to use the rotunda of the Capitol on May 3, 2011, for a presentation ceremony.

Election Support Consolidation and Efficiency Act - (Sec. 2) Amends the Help America Vote Act of 2002 to terminate the Election Assistance Commission (EAC), the EAC Standards Board, and the EAC Board of Advisors 61 days after enactment of this Act. Requires the Director of the Office of Management and Budget (OMB) to perform EAC functions with respect to certain existing contracts and agreements during the transition period for winding up EAC affairs.

Giunta Medal of Honor Flag Resolution - Provides that, upon request of a Medal of Honor (Medal) recipient or immediate family member, the Representative of such recipient or family member may provide to the recipient or family member a U.S. Capitol-flown flag, together with a certificate stating that such flag has been flown over the Capitol in honor of the service and sacrifice of Medal recipients.

Amends the Internal Revenue Code to terminate: (1) the taxpayer election to designate $3 of income tax liability for financing of presidential election campaigns; (2) the Presidential Election Campaign Fund; and (3) the Presidential Primary Matching Payment Account.
