The legislation corrects funding shortfalls that have resulted in a lack of military readiness and put our troops at increased risk. The bill increases the number of troops in each branch of the military and increases troop pay by 2.1 percent. Among other provisions, the bill also prevents the transfer of detainees from Guantanamo Bay to the United States.
