House Sets Stage to Roll Back Harmful Federal Overreach

The U.S. House of Representatives passed two bills this week that will help set the stage for rolling back the harmful overregulation of the outgoing Administration and prevent executive overreach in the future.

U.S. Congressman Scott Tipton (CO-03) voted in support of both bills: the Midnight Rules Relief Act (H.R. 21) and the Regulations from the Executive in Need of Scrutiny (REINS) Act (H.R. 26). Both bills also passed the House in the 114th Congress.

The Midnight Rules Relief Act allows Congress to consider multiple resolutions under the Congressional Review Act that disapprove of many of the regulations that were finalized in the last seven months of the Obama administration at once, or “en block.”

“We’ve seen the outgoing Administration continue its assault on rural America during its final weeks in office. With the ability to review and void many of these regulations en block, we’ll be able to restore confidence within our communities and quickly turn to implementing policies that create jobs, grow our economy, and keep our country secure,” Tipton said

The REINS Act requires Congressional approval of any regulation with an economic impact over $100 million.

“Over the past several years, the balance of power between our three branches of government has broken down – too much power has been shifted to the Executive Branch. The REINS Act will restore the balance of power by ensuring that any new major regulation reflects the legislative intent of Congress and does not impose punitive burdens on hardworking Americans,” Tipton added.

Both bills must be approved by the Senate.
