11) H.R. 6130 - Holocaust Expropriated Art Recovery Act of 2016 (PDF)

Topline Summary: This bill sets a six year statute of limitations for civil claims filed in federal or state court to recover artwork and other cultural property that was unlawfully lost due to theft, seizure, forced sale, or sale under duress as a result of Nazi persecution during the Holocaust.

12) H.R. 4919 - Kevin and Avonte's Law of 2016, as amended (PDF)

Topline Summary: This bill reauthorizes an existing Department of Justice (DOJ) grant program, the “Missing Alzheimer’s Disease Patient Alert Program,” at $2 million for each of the fiscal years 2017 through 2021. The bill also extends the program to cover children with autism, who may be susceptible to the same type of wandering behavior as those with autism.

13) H.R. 6431 - Promoting Travel, Commerce, and National Security Act of 2016 (PDF)

Topline Summary: This bill ensures that individuals, while employed by the Department of Homeland Security or the Department of Justice and stationed or deployed in Canada in furtherance of a border security initiative, who engage or conspire to engage in conduct in Canada that would constitute an offense in the United States, are imprisoned or fined as provided for that offense.

14) S. 2854 - Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016, as amended (PDF)

Topline Summary: This bill permanently reauthorizes the Emmett Till Unsolved Civil Rights Crime Act of 2007 (Emmett Till Act) and expands the responsibilities of the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) to include the investigation and prosecution of criminal civil rights statutes violations that resulted in a death, regardless of when the violations occurred.
