Topline Summary: The bill addresses the needs of America’s harbors, locks, dams, flood protection, and other water resources infrastructure. The measure includes the Water Resources Development Act of 2016, which passed the House in September, in addition to provisions to improve drinking water infrastructure, address control of coal combustion residuals, improve water storage and delivery to drought-stricken communities, address federal dam maintenance backlogs, and approve longstanding water settlement agreements.

2) Concurring in the Senate Amendment to H.R. 2028 - Further Continuing and Security Assistance Appropriations Act, 2017, Rules Committee Print (PDF)

Topline Summary: The bill makes appropriations to fund government activities through April 28, 2017. The current temporary spending law, which runs through December 9, 2016, was funded at the fiscal 2016 budget cap level of $1.067 trillion, while this bill would spend at an annualized rate at the 2017 cap of $1.07 trillion through April 28, 2017. To assure that the bill meets the$1.07 trillion spending cap, the bill contains a 0.1901 percent cut for all accounts, defense and non-defense that are not specified in the CR. The bill also includes several changes to existing programs.

1) H.R. 4919 - Kevin and Avonte's Law of 2016, as amended (PDF)

Topline Summary: This bill reauthorizes an existing Department of Justice (DOJ) grant program, the “Missing Alzheimer’s Disease Patient Alert Program,” at $2 million for each of the fiscal years 2017 through 2021. The bill also extends the program to cover children with autism, who may be susceptible to the same type of wandering behavior as those with autism.
