Construction is complete on a brand new apartment complex in Elm Grove.

Capital Greene held its grand opening Monday for its 40-unit building for seniors 55 years and up.

West Virginia Congressman David McKinley was present at the ribbon cutting ceremony. He sees the project as a major investment in the area that will hopefully inspire people and rekindle the American Dream in the Ohio Valley.

"We've got to get our young people believing in the American Dream again," McKinley said. "That's how we became that shining city on the hill where people all around the world came to find out what was America doing. Whether in energy, healthcare, manufacturing, we have to get that American dream back again."
