Tomblin to use Rainy Day Fund

Gov. Earl Ray Tomblin says he will dip into West Virginia's Rainy Day Fund to close a more than $100 million gap in state funding.

Tomblin will present the Fiscal Year 2016 budget in January, but officials already are looking at ways to shore up the gap caused by declines in revenue and federal reimbursements.

In an interview Wednesday, Tomblin said he does not believe new taxes or additional budget cuts are the answer to solving the shortfall.
