  • The Senate will convene at 12:00pm and resume consideration of the FY 2017 Budget Resolution (S.Con.Res. 3).
  • At 2:30pm, the Senate will proceed to roll call votes in relation to the following amendments:
  • Flake side-by-side to Sanders amendment (#52)

 

  • Sanders amendment to prevent the Senate from breaking Donald Trump's promise that “there will be no cuts to Social Security, Medicare, and Medicaid" (#19)

 

The following amendments are currently pending to the FY 2017 Budget Resolution (S.Con.Res. 3):

 

  • Sanders amendment to prevent the Senate from breaking Donald Trump’s promise that “there will be no cuts to Social Security, Medicare, and Medicaid”. (#19)

 

  • In order to be made pending: Flake side-by-side to Sanders amendment (#52)

 

During Monday’s Session

 

FY 2017 Budget Resolution (S.Con.Res. 3)

 

  • Paul amendment in the nature of a substitute (#1) was not agreed to by a roll call vote of 14-83.

 

  • Motion to waive the Budget Act with respect to Hirono-Donnelly amendment to protect the Medicare and Medicaid programs (#20) was not agreed to by a roll call vote of 49-47.

Monday, January 9, 2017

 

  • The Senate will convene at 2:00pm and resume consideration of the FY 2017 Budget Resolution (S.Con.Res. 3).
  • At 5:30pm, the Senate will vote in relation to the Paul amendment in the nature of a substitute (#1).  Additional roll call votes are possible. 
  • Further, at 2:30pm on Tuesday, January 10, 2016, the Senate will vote in relation to the Sanders amendment to prevent the Senate from breaking Donald Trump's promise that “there will be no cuts to Social Security, Medicare, and Medicaid" (#19).  A Republican side-by-side amendment is also expected to receive consideration at that time.

 

The following amendments are currently pending to the FY 2017 Budget Resolution (S.Con.Res. 3):

During Thursday’s Session

 

FY 2017 Budget Resolution (S.Con.Res. 3)

 

  • The motion to waive the Budget Act with respect to the Kaine-Murphy amendment to prohibit legislation that makes America sick again (#8) was not agreed to by a roll call vote of 48-52.

 

The Senate adopted the following by unanimous consent:

 

  • A resolution to constitute the majority party’s membership on certain committees for the 115th Congress. (S.Res. 7)

 

  • A resolution to constitute the minority party’s membership on certain committees for the 115th Congress. (S.Res. 8)

  • The Senate will convene 12:45pm and will stand in recess for a Joint Session in the Hall of the House of Representatives for counting of the electoral ballots.
  • Upon dissolution of the Joint Session, the Senate will adjourn until Monday, January 9, 2017.

  • The Senate will convene at 10:00am and resume consideration of the FY 2017 Budget Resolution (S.Con.Res. 3).
  • Roll call votes on amendments are possible during Thursday’s session.

During Wednesday’s Session

 

FY 2017 Budget Resolution (S.Con.Res. 3)

 

  • The motion to proceed to S.Con.Res. 3 was agreed to by a roll call vote of 51-48.

 

  • By rule, there is fifty hours of debate equally divided on the budget resolution.  Each first-degree amendment is subject to two hours of equally-divided debate and each second-degree amendment is subject to one hour of equally-divided debate.  Both count against the overall fifty hours.

 

  • Upon the use or yielding back of the overall debate time, the Senate will vote on any remaining pending amendments.  There is no limit to the number of amendments that can be offered and voted on at the end of the debate time and before adoption of the concurrent resolution.  This “vote-a-rama” is expected to occur next week.

  • The Senate will convene at 12:00pm.

During Tuesday’s Session

 

The Senate adopted the following by unanimous consent:

 

  • A resolution notifying the President that a quorum of each House has assembled. (S.Res. 1)
  • A resolution informing the House of Representatives that a quorum of the Senate is assembled. (S.Res. 2)

 

  • A resolution fixing the hour of daily meeting of the Senate. (S.Res. 3)

 

  • A concurrent resolution extending the life of the Joint Congressional Committee on Inaugural Ceremonies. (S.Con.Res. 1)

 

  • A concurrent resolution to provide for counting on January 6, 2017, of the electoral votes for President and Vice President of the United States. (S.Con.Res. 2)
