2016 Congressional Art Competition
I am pleased to announce that my office will participate in the annual Congressional Art Competition. This is a wonderful opportunity for high school students across the Thirteenth Congressional District to compete for the opportunity to display their artistic talents to folks visiting the United States Capitol. The winner will be invited to attend a special reception at the U.S. Capitol in June 2016 and receive two round-trip tickets to Washington, D.C.
I am reaching out to the art educators of every high school in my district and requesting that each art educator select one entry from up to three (3) students. The deadline to submit students’ artwork to my office is Friday, April 22, 2016. Rules and guidelines can be accessed here.
Artwork entered in the competition must be unframed, and it may be up to 28 inches by 28 inches and up to 4 inches in depth (including the frame). The artwork cannot weigh more than 15 lbs. Artwork that does not adhere to size guidelines cannot be considered. The artwork may be:
- Paintings – including oil, acrylics and watercolor
- Drawings – colored pencil, pencil, ink, marker, pastels and charcoal (it is recommended that charcoal and pastel drawings be fixed.)
- Collage – must be two-dimensional
- Prints – including lithographs, silkscreen and block prints
- Mixed Media – use of more than two mediums such as pencil, ink, watercolor, etc.
- Computer Generated Art
- Photography
All entries must be original in concept, design and execution and may not violate U.S. copyright laws. Any entry that has been copied from an existing photo or image (including a painting, graphic, or advertisement) that was created by someone other than the student is a violation of the competition rules and will not be accepted.
Students may bring their artwork to my District Office in Raleigh at 3725 National Drive, Suite 101, Raleigh, North Carolina 27612 between the hours of 9:00 a.m. to 5:30 p.m., Monday through Friday (excluding federal holidays). Students may also bring their artwork to my District Office in Fremont at 120 Main Street, Fremont, North Carolina 27830 on Thursdays only between the hours of 10:00 a.m. and 4:00 p.m.
In addition:
- Please do not send artwork via mail or any package delivery service as the artwork may be damaged in transit. Neither Members of Congress nor the U.S. House Sergeant at Arms will be responsible for any damage to the artwork.
- It is important that the artwork is unframed when it is entered in the competition. The winner will be responsible for following framing guidelines and resubmitting their framed artwork before Monday, May, 9, 2016.
- The winner’s artwork will hang in the United States Capitol for the entire year of the exhibition and cannot be returned to the student until May 2017. Students should, therefore, submit artwork they will not need for other purposes.
- All participants will receive a recognition certificate from Congressman Holding
- Artwork that is not chosen must be picked up in my Raleigh District Office by Monday, June 6, 2016.

Please provide my Raleigh District Office with copies of the completed and signed student release forms before attaching them to the back of the artwork. This will prevent possible damage to the artwork.
