About the Subcommittee

The Subcommittee on Capital Markets and Government Sponsored Enterprises has jurisdiction over U.S. securities and housing finance laws. The subcommittee oversees the governmental entities authorized to implement and enforce these laws, including the Securities and Exchange Commission and self-regulatory organizations such as the Financial Industry Regulatory Authority (FINRA), as well as, the Federal Housing Finance Agency and its regulated entities, Fannie Mae, Freddie Mac and the Federal Home Loan Banks. The subcommittee also reviews the practices of securities and housing finance industry participants, such as broker-dealers, investment advisers, and mortgage insurers and securitizers. Additionally, the subcommittee convenes hearings and considers legislation on a range of issues, including protecting the savings of hard working Americans, ensuring the integrity of our markets, supporting sustainable job and wealth creation, and promoting affordable housing.

Jurisdiction

The complete jurisdiction of the subcommittee includes:

(i) securities, exchanges, and finance; 

(ii) capital markets activities, including business capital formation and venture capital;

(iii)
activities involving futures, forwards, options, and other types of derivative instruments; 

(iv)
the Securities and Exchange Commission; 

(v)
secondary market organizations for home mortgages, including the Federal National Mortgage Association, the Federal Home Loan Mortgage Corporation, and the Federal Agricultural Mortgage Corporation;

(vi)
the Federal Housing Finance Agency; and

(vii)
the Federal Home Loan Banks.
