Should Congress be responsible for Puerto Rico's economy?

This week, Congress plans to consider H.R. 5278, the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA). If enacted, this legislation would establish a seven-person control board that can overrule the Commonwealth of Puerto Rico's elected leaders on any law for at least 5 years. Proponents of this legislation say it is not a bailout and is needed to save Puerto Rico from financial collapse, while opponents say that it usurps the power and authority granted in a democracy by placing it in the hands of the unelected, unaccountable control board.
