I am very proud to represent the 21st District of California on the Appropriations Committee in the United States House of Representatives. Here, you will find more information about this committee, its jurisdiction, and links to the Committee’s webpage.

House Committee on Appropriations

The House Committee on Appropriations was created in 1865 when the burden of the Ways and Means Committee became too heavy during and after the Civil War. The Ways and Means split into three separate committees: the Committee on Ways and Means, the Committee on Banking and Commerce, and the Committee on Appropriations. The Committee on Appropriations was given the power to appropriate money and therefore controls federal spending.

The Committee on Appropriations is granted constitutional authority from Article One, Section Nine, Clause Seven of the U.S. Constitution which states, “No money shall be drawn from the treasury, but in consequence of appropriations made by law; and a regular statement and account of receipts and expenditures of all public money shall be published from time to time.”

Today, I am very proud to serve as one of the 53 members on the House Committee on Appropriations for the 115th Congress. I am honored to serve as Vice Chair of the Subcommittee on Agriculture, Rural Development, Food and Drug Administration and Related Agencies, and to serve on the Subcommittee on Military Construction, Veterans Affairs, and related agencies as well as the Subcommittee on Energy and Water Development, and Related Agencies.  
  • The Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies has jurisdiction over the Department of Agriculture (Except Forest Service), the Farm Credit Administration, the Commodity Futures Trading Commission, and the Food and Drug Administration.
  • The Subcommittee on Military Construction, Veterans Affairs, and Related Agencies has jurisdiction over military construction and housing programs within the Department of Defense, the Department of Veterans Affairs as well as other agencies.
  • The Subcommittee on Energy and Water Development, and Related Agencies has jurisdiction on the Department of Defense (Civil) and the Department of the Interior, including the Bureau of Reclamation, as well as other agencies.
