Second Amendment Rights

The Second Amendment is written in plain English and clearly guarantees the individual right of every law-abiding American to keep and bear arms. I will not support any legislation that prevents Americans from responsibly exercising their Second Amendment rights, including any attempt to prevent ownership of certain firearms or ammunition.  

In 2015, I used my position as Chairman of the Commerce, Justice and Science Subcommittee on Appropriations to force the ATF to drop their .223 ammunition ban. After meeting with the ATF and explaining that their budget could be greatly reduced if they decided to proceed with the ban, it was dropped within three working days.

Bills I have cosponsored:  

  • H. Con. Res 103, stating the sense of Congress that any legislation taking away Second Amendment rights from those put on the terror watch list without due process of law is unconstitutional.   
  • D.C. Personal Protection Reciprocity Act, expanding the Second Amendment to the District of Columbia.
  • H.R. 4321 Separation of Powers Restoration and Second Amendment Protection Act, which renders any such actions that violate the Second Amendment or infringe on Congress’ Article I responsibilities as having “no force or effect,” prohibits funds for such actions
