I have introduced several bills that stress the need for the increased accessibility and affordability of communication services. Along with Energy and Commerce Committee Ranking Member, Henry Waxman (CA-33) and the Ranking Member of the Communications and Technology Subcommittee, Anna Eshoo (CA-18), I introduced H.R. 1685, the Broadband Adoption Act earlier this year. This legislation would expand the Universal Service Fun 'Lifeline Assistance' Program for universal broadband adoption, helping bridge the digital divide by making in-home broadband services more affordable across the country. Especially during these difficult economic times, many Americans cannot afford the cost associated with in-home broadband service. As a result, they are at a competitive disadvantage when it comes to employment, education, and other opportunities.
In July 2013 I introduced H.R. 2739, the Efficient Use of Government Spectrum Act, which would reallocate and auction the 1755-1780 MHz spectrum block for commercial and innovative uses. We are faced with a spectrum crunch in our country and consumers continue to demand the latest smartphones, tablets, and devices. There is no doubt the future of American innovation and economic growth requires a smart and sound spectrum policy. This bipartisan legislation would help our country be more efficient in the use of spectrum, as well as freeing up additional spectrum for commercial use.
