The Red Book
Principles of Federal Appropriations Law, also known as the Red Book, is a multi-volume treatise concerning federal fiscal law. The Red Book provides text discussion with reference to specific legal authorities to illustrate legal principles, their application, and exceptions. These references include GAO decisions and opinions, judicial decisions, statutory provisions, and other relevant sources.

With the publication of the first chapters of the Fourth Edition, we are implementing changes to our publication process to bring you updates more quickly. The Fourth Edition will be published by chapter as each chapter is ready. The Fourth Edition will be revised once each year to include new GAO decisions and opinions. We will no longer publish a separate Annual Update.

Red Book: Third Edition Volumes Still Available as a Bundled Set Used with Annual Update

To use the bundled set with the Annual Update, the three volumes of the Third Edition of the Red Book, and the Index/Table of Authorities, download the files to the same folder or directory on your computer. The bundled set is searchable by keyword and contains hyperlinks to many GAO opinions and decisions. For these links to work among the Third Edition volumes and the Index/Table of Authorities, download the files to the same folder or directory on your computer.
Heres How:
- Download the Bundled Third Edition Volumes (ZIP). (16 MB)
- Extract the five files from the zip file to one folder.
- Open any Third Edition volume or the Index/Table of Authorities and use the links to jump to the others. (This does not work with the Annual Update.)
