Committees and Caucuses

Committees and Leadership Roles in the 114th Congress

During the 114th Congress, Congressman Cohen will serve in the following U.S. House of Representatives leadership roles and committees:

  • Ranking Member, Subcommittee on the Constitution and Civil Justice - In only his fourth term, Congressman Cohen was selected by his colleagues in the influential House Committee on the Judiciary as the Ranking Member (the senior-most Democratic member) of this subcommittee. The Subcommittee on the Constitution and Civil Justice has jurisdiction over constitutional amendments, constitutional rights, Federal civil rights, ethics in government, medical malpractice and product liability, legal reform generally, and relevant oversight over those issues. 
  • Member, House Committee on the Judiciary - In addition to serving as Ranking Member of the Subcommittee on the Constitution and Civil Justice, Congressman Cohen sits on the Subcommittee on Courts, Intellectual Property and the Internet, which has jurisdiction over patent and trademark laws, as well as regulation of information technology, Administration of U.S. Courts, Federal Rules of Evidence, Civil and Appellate Procedure, and judicial ethics. The House Committee on the Judiciary is charged with overseeing the administration of justice within the federal courts, administrative agencies and federal law enforcement entities.
  • Member, House Transportation and Infrastructure Committee - Congressman Cohen serves on the Subcommittee on Aviation, the Subcommittee on Highways and Transit and the Subcommittee on Railroads, Pipelines and Hazardous Materials.
  • Commission on Security and Cooperation in Europe (Helsinki Commission) - The Helsinki Commission contributes to the formulation of U.S. policy on the Organization for Security and Co-operation in Europe (OSCE) and takes part in its execution, including through Member and staff participation on U.S. Delegations to OSCE meetings and in certain OSCE bodies.  Members of the Commission have regular contact with parliamentarians, government officials, NGOs, and private individuals from other OSCE participating States. The Commission consists of nine members from the United States Senate, nine members from the U.S. House of Representatives, and one member each from the Departments of State, Defense, and Commerce. 
  • House-Senate Highway Bill Conference Committee - Due to his seniority on the House Trasnportation Committee, Congressman Cohen served on the Conference Committee for the bipartisan, bicameral 10-year federal surface transportation reauthorization bill with select colleagues from the House of Representatives and Senate. 
  • House-Senate Opioids Conference Committee - Due to his seniority on the House Judiciairy Committee, Congressman served on the Conference Committee to address the opioids crisis with select colleagues from the House of Representatives and Senate.
  • Ranking Member of the House Judiciary Committee's Executive Overreach Task Force - Due to his senority on the House Judiciary Committee, Congressman Cohen was selected to serve as Ranking Member of the Executive Overreach Task Force. This task force will conduct hearings and investigations relating to separation of powers and executive overreach issues and will issue reports to the Committee detailing its findings and recommendations.
