WASHINGTON, D.C. -- Congressman Kevin Cramer has been named to serve on three of the top subcommittees in the House Energy and Commerce Committee for the 115th Congress.  The appointments were announced Monday by Congressman Greg Walden, chairman of the Energy and Commerce Committee.

WASHINGTON, D.C. – Congressman Kevin Cramer called a bill passed by the House of Representatives today a key tool for regulatory reform in the 115th Congress and incoming Trump Administration. H.R. 26, the Regulations from the Executive in Need of Scrutiny (REINS) Act of 2017, requires all major rules issued by an executive branch agency to be approved by Congress within 70 days before they can take effect. A major rule is one estimated by the Office of Management and Budget (OMB) to impact the economy by $100 million or more, and had this law been in place during the last session of Congress, the Clean Power Plan and the Waters of the United States (WOTUS) rule would have been subject to this Congressional action.

Congressman Kevin Cramer supported a bill passed by the House of Representatives today that allows regulations issued during the final legislative days of an outgoing President‘s administration to be disapproved as a group, instead of individually. H.R. 21, the Midnight Rules Relief Act of 2017, amends the Congressional Review Act to allow Congress to issue joint resolutions of disapproval on regulations submitted for review within 60 days prior to the departure of an outgoing administration. Under this bill, regulations submitted by the Obama Administration since June 13, 2016, are eligible to be included in these joint resolutions of disapproval. The House passed an identical version of this legislation, H.R. 5982, in November.

Congressman Kevin Cramer announced the Fiscal Year 2017 Continuing Resolution passed by the House of Representatives today includes language giving the U.S. Department of Agriculture (USDA) more authority over funding loan programs. The $1.07 trillion bill continues funding the government through April 28, maintaining funding at the current budget cap levels. “This bill prevents a government shutdown on Friday, and includes provisions to continue essential government operations, including national defense,” said Cramer.

Congressman Kevin Cramer has scheduled Mobile Office Hours in Langdon and Pembina on Thursday, Nov. 17.

Mobile Office Hours allow constituents to receive assistance with casework from the Congressman’s staff. “Many issues are raised at the Coffee with Cramer town halls I hold around the state. Having my staff in Langdon and Pembina will allow more time for those with concerns to meet with my staff,” said Cramer. “I realize it's not always easy or even possible for people to get to my district offices. Mobile Office Hours brings these services closer to constituents.”
