Rep. Luis V. Gutiérrez (D-IL) issued the following statement in reaction to the advancement and likely passage of the PROMESA Bill to address Puerto Rico’s debt crisis and establish a federal fiscal control board or Junta de Control Fiscal. The same bill passed the House earlier this month and is expected to be signed by the President before July 1 when a debt payment by Puerto Rico to bondholders is due. “The Senate was held hostage by a false deadline based on when bondholders expect to be paid, which is more evidence that this process is driven by Wall Street’s demands, not by the legitimate needs of the Puerto Rican people to keep schools open, hospitals staffed, and first responders at work protecting the people...."

A year ago, Rep. Gutiérrez introduced the “Put a Woman on the Twenty Act of 2015” (H.R. 1910) to urge the Secretary of the Treasury to put a woman’s portrait on American money. After first announcing in 2015 that the ten dollar bill would be changed to include a woman or women, Secretary Jack Lew announced yesterday that Alexander Hamilton would remain on the $10 note, but abolitionist leader Harriet Tubman would grace the $20 note when it is redesigned. Also about a year ago, Rep. Gutiérrez gave a speech in Congress about why he thinks Harriet Tubman would be an excellent choice to replace President Andrew Jackson on the $20 bill. She had just won an on-line poll in which 600,000 people had cast votes as part of the “Women on 20s“ campaign.
