Compact Impact
While Compact migrant have and continue to make important contributions to our island, I continue to work to find solutions to lessen the burdens that the Compacts of Free Association have on our community. I believe that they are an important security and economic agreement to the United States and Guam, but we must find way to make them more sustainable.

Bordallo today wrote to Assistant Secretary of the Interior for Insular Areas Esther Kia’aina to request assistance regarding the removal of FAS migrants who have been convicted of crimes on Guam. She urged Assistant Secretary Kia’aina to set-up a meeting where appropriate federal entities could coordinate with the U.S.

Congresswoman Madeleine Z. Bordallo today urged members of the House Natural Resources Committee to support a bill that would renew the Compact of Free Association between the United States and the Republic of Palau. She also urged the Committee to include provisions that would address Compact impact expenses incurred by the Government of Guam and other affected jurisdictions. The current Compact with Palau expired seven years ago, in 2009.

I thank Chamber Chairman Laura-Lynn Dacany, President Catherine Castro, Previous Chamber Chamber Jeff Jones and all the Chamber’s leadership for inviting me to speak with you during your first general meeting of 2016. The Guam Chamber of Commerce has been a cornerstone of our island community, and each of you and your businesses contributes much to improving the quality of life on Guam and providing economic opportunities to many of the island.

The bill addresses four areas that would reduce financial impacts borne by local jurisdictions and provide relief to local governments for social services they provide to COFA migrants. The bill is cosponsored by Congressman Mark Takai of Hawaii.

Bordallo today introduced federal legislation to extend eligibility for national service programs to citizens of the Freely Associated States who reside in the United States and are otherwise eligible for these programs. Specifically her bill would amend Section 5 of the National and Community Service Act of 1990 to include citizens of the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands who reside in the U.S. on the list of eligible individuals. The President requests $128 million for military construction projects in Guam to bolster the island’s position as a strategic hub in the Asia-Pacific region. This includes $51 million to support steps to establish a fully capable Marine Air-Ground Task Force on Guam.
