Congressman Mooney is a member of the House Committee on the Budget. As such, he works hard to make sure that conservative, West Virginia values are reflected in what we spend our money on. He fights to make sure that our monetary policies are sound, resisting tax increases, and promoting fiscal responsibility.
Last year, Congressman Mooney had two energy policy ideas accepted into the House Budget Resolution.
- Congressman Mooney’s first proposal defunded the Department of the Interior Office of Surface Mining’s harmful stream protection regulation.
- His second proposal defunded the Obama Administration’s proposed ozone standard regulations.
Congressman Mooney is a cosponsor of the Default Prevention Act, H.R. 692. This bill passed was passed in the House in October 21, 2015. This bill is now awaiting action in the Senate.
- H.R. 692 would require the Department of the Treasury to continue to pay the principle and interest on our debt if the US reaches the debt limit.
Congressman Mooney believes that we should add a balanced budget amendment to the US Constitution.
- He is a cosponsor of a bill that would start the process of doing so, H.J.Res.55.

WASHINGTON D.C. - Congressman Alex X. Mooney introduced H.R. 3776, the End Government Shutdowns Act. The End Government Shutdowns Act will bring certainty and security to the federal spending process by eliminating the threat of government shutdowns.
WASHINGTON, DC – Congressman Alex X. Mooney spoke on the floor of the United States House of Representatives Wednesday morning to stress the importance of stronger oversight of the Federal Reserve.
“The Federal Reserve’s monetary policy impacts almost every facet of daily life in America; from grocery prices, to how valuable the money you have in savings is, to the price you pay for home loans," said Rep. Mooney.

Despite this enormous impact the Federal Reserve continues to conduct its policy in secret. The Federal Reserve cannot operate in secrecy anymore.
The first amendment will help strengthen transparency and oversight at the Environmental Protection Agency by providing $1 million in additional funding for the Office of the Inspector General at the EPA.
The second amendment that Rep. Mooney passed would strike $2 million in funding from the Environmental Protection Agency’s Office of Policy and transfer those funds to the deficit reduction account.
The Johnson amendment would reduce the Office of Surface Mining’s Regulation and Technology budget by $2 million and transfer those funds to the Drinking Water State Revolving Funds. This is the office that is leading the charge in Obama’s War on Coal. The office is under the Department of the Interior.
