Shaping Livable Communities

Livable communities create safe, healthy places for our children to learn and grow and inspire living practices that are healthy for our citizens, economy, and environment. These communities give families equal access to education, economic, housing and transportation opportunities. To create livable communities, we must invest in local infrastructure projects and strengthen positive relationships between transportation, health, energy, environment, housing and education initiatives.

As a member of the Democratic Caucus’ Livable Communities Task Force, I am able to work with other members of Congress to promote legislation that focuses on creating more livable communities and spurs a healthier environment and economy for our citizens. As a member of the Congressional Urban Caucus, I work with other members who represent the nation’s metropolitan areas to formulate ideas on how best to address the challenges faced by cities.

Additionally, I have led the effort to create an Urban Parks Task Force to focus on how the revitalization of urban parks can improve metropolitan areas by providing healthy alternatives to at-risk youth. I introduced the Community Parks Revitalization Act which would assist communities in developing and maintaining community parks in localities across the country. The legislation would provide grants for communities to rehabilitate existing and develop new community parks and recreational infrastructure. Grants could also be used to maintain parks to keep them vibrant for many years to come.

Today I was honored to once again be sworn into office, representing the 8th District of the great state of New Jersey in the 114th Congress. Serving as a Member of Congress is a tremendous privilege and responsibility, and I do not take this commitment lightly. Members of Congress have a critical obligation to their constituents to advocate for their interests on their behalf, and I look forward to serving you over the next two years.

(Washington, D.C.) - Last week, Congressman Sires wrote a letter to House Appropriations’ Subcommittee on Energy and Water Chairman Mike Simpson and Ranking Member Marcy Kaptur requesting the Committee allocate $50 million to the Department of Energy’s Clean Cities program for alternative fuel deployment activities. He additionally asked that $25 million of the request be put towards competitive grants that support innovative alternative fuel and vehicle deployment strategies.

The Temecula City Council this week could vote to support legislation introduced in the U.S. House of Representatives that would create a low-interest, long-term loan program to help communities build biking and walking networks.

(Washington D.C.) - Today, Congressman Sires introduced the New Opportunities for Bicycle and Pedestrian Infrastructure Financing Act of 2014. Modeled after the successful Transportation Infrastructure Finance and Innovation Act (TIFIA), this bipartisan legislation will allow communities to take advantage of low-cost financing for projects that make our streets and sidewalks safer for all users. This proven model has demonstrated that each dollar of federal financing can provide up to $10 in credit assistance and leverage an additional $30 in private or other public sector funding. Most importantly, by using existing federal transportation funds, this program will not create a single dollar of new government spending.

This was an important week for the specially appointed Panel on 21st Century Freight Transportation. After six months of deliberation, the Panel completed its mission. Less than a week after Congress voted 417 to 3 in favor of a major transportation authorization bill, I was joined by my colleagues on the Panel on 21st Century Freight Transportation to announce a series of bipartisan recommendations in our report to Congress. The findings of the Panel will play a key role in the development of a long-term surface transportation bill which is expected to be completed before the end of 2014. These common sense, bipartisan recommendations will also help ensure that New Jersey remains competitive and will ensure that our nation, which moves nearly $20 trillion in goods on our transportation network each year, remains competitive.
