In Article I of the U.S. Constitution, "all legislative powers" were "vested in a Congress of the United States, which shall consist of a Senate and House of Representatives."  Congress has the responsibility to debate and create the laws under which our country operates.  It is an honor to represent the people of California’s 49th District in the U.S. House of Representatives, and the following links should provide you with additional resources to understand more fully how Congress works.
