Fiscal Responsibility
I am a member of the fiscally conservative Democratic Blue Dog Coalition, which is “dedicated to a core set of beliefs that transcend partisan politics, including a deep commitment to the financial stability and national security of the United States.” I support amending the United States Constitution to require a balanced budget and ensure that lawmakers act in a fiscally responsible manner. I also have co-sponsored The No Budget, No Pay Act, which states that if Congress does not approve its budget and all appropriations conference reports by October 1st every year, then Members of Congress do not get paid. I am a supporter of PAYGO, which requires that new spending or tax changes do not increase the federal deficit. Finally, I support a long-term budget agreement that would reduce the deficit, reform the tax code and entitlements, and make the necessary investments to create jobs, improve infrastructure, educate our children, train our workers, and grow the economy into the future.

WASHINGTON, D.C. – The National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2017 was approved by the U.S. House of Representatives by a vote of 277 to 147 and goes to the Senate for its consideration. To support our nation’s service members, Congressman Sanford D. Bishop, Jr. (GA-02) voted for the passage of H.R. 4909. The agreement authorizes $602.2 billion in discretionary base budget authority, including roughly $543.4 billion for the Department of Defense base budget.
Program and Bill/Report Language Requests
Individuals or organizations wishing to make requests for program funding and/or bill/report language for FY2017 can do so by completing a request form and submitting it to Congressman Bishop for consideration. All requests must be received by February 26, 2016 for full consideration. Requests submitted after this date may not be considered.

WASHINGTON D.C. – Congressman Sanford D. Bishop, Jr. (GA-02) joined with 359 Democratic and Republican colleagues in the House of Representatives to adopt the conference agreement on H.R. 22, Fixing America’s Surface Transportation Act -- a measure that reauthorizes $281 billion in guaranteed funding for highway, bridge, transportation safety, and public transit projects for the next five years.
WASHINGTON, D.C. – Congressman Sanford D. Bishop, Jr. (GA-02) supported the passage of the National Defense Authorization Act (NDAA) conference report for Fiscal Year 2016. The agreement authorizes $515 billion, in discretionary base budget authority, including roughly $496.4 billion for the Department of Defense base budget and $18.6 billion for defense-related activities of the Department of Energy. However, the report would also authorize more than $89.2 billion for DOD overseas contingency operations. The Administration requested $50.9 billion.
