DEMOCRATIC INTERNSHIP PROGRAM


Position Description:

Legislative and Policy Intern: The Committee on Financial Services of the U.S. House of Representatives is looking to fill 5 legislative and policy internships for one of three defined Sessions (Fall, Spring, and Summer). Graduate students or persons trained in political science, business, law, taxation, accounting, or any other degree program that complements legislative and policy development are encouraged to apply. The Financial Services Committee of the U.S. House of Representatives oversees the financial services industry, including the securities, insurance, banking, and housing industries. The Committee also oversees the work of the Federal Reserve, the United States Department of Treasury, the U.S. Securities and Exchange Commission, and other financial services regulators. The Committee is chaired by Representative Jeb Hensarling and the Ranking Democrat is Representative Maxine Waters. There are 33 Republicans and 28 Democrats.

There are five subcommittees: Capital Markets and Government Sponsored Enterprises; Financial Institutions and Consumer Credit; Housing and Insurance; Monetary Policy and Trade; and, Oversight and Investigations.

Internship Sessions:
  • Spring (January to May)
  • Summer (May to mid-June and mid-June to August)
  • Fall (September to December) 

Qualified Candidates:
  • Students currently enrolled in a graduate program.
  • Recent graduates of an undergraduate or graduate program, where the focus of study compliments the work and jurisdiction of the Financial Services Committee. (Recent graduates are considered students who matriculated from an educational program in the past academic year.)
  • Potential graduate or professional students who have stated an interest to enroll in a graduate or professional program in the upcoming academic year.
  • Recent graduate students expressing strong interest in Financial Services issues and looking to gain a Committee internship experience to better understand the issues and Committee mechanics.
  • Superior written and oral communication skills.
  • Basic knowledge of Microsoft Office and database management.

Selection Process:

Three months before the internship session to which the candidate is applying, candidates should fill out the Internship Application below, including a cover letter and resume expressing their interest in an internship with the Democratic staff of the Committee on Financial Services. That letter should outline academic and career interests, subcommittee preferences (if any), and a writing sample. Telephone interviews will be conducted at least two months before the beginning of the internship session followed by confirmation of the successful applicant’s participation and dates of the session.

Responsibilities:
  • Attend Committee hearings and briefing.
  • Conduct legislative and policy research.
  • Track and monitor legislation.
  • Formulate hearing questions from witness testimony.
  • Assist with preparation of hearing, markup, and Floor briefing books.
  • Observe House proceedings.
  • Acquire an understanding of Committee mechanics.
  • Prepare memoranda on meetings, hearings, and briefings attended or researched.
  • Deliver materials to other Financial Services Committee offices.
  • Collect signatures from Member offices for letters, dissenting views, etc.
  • Attend Congressional Research Training seminars.
  • Work with Committee staff teams where the intern has expressed a specific legislative or policy interest.
