Budget Enforcement

 

The House Budget Committee plays a key role in budget enforcement during consideration of legislation by the House of Representatives. The Budget Committee’s primary responsibility is to formulate the budget and once the budget is put into place, the Committee monitors legislation to ensure it abides by that budget. Budget rules and limits originate from the following sources: (1) authorizing statues, (2) standing rules and special orders of business for the House of Representatives, (3) the Concurrent Resolution on the Budget and related House or conference reports thereon and, (4) material filed in the Congressional Record pursuant to authorities or requirements originating in the above named sources. Budget-related authorizing statues can be referenced in the Compilation of Laws and Rules Relating to the Congressional Budget Process. Budget rules for the 114th and 113th Congress can be found in H.Res. 5. Special orders of business that affect budget rules are adopted on a case-by-case basis. The concurrent resolution on the budget and House or conference reports thereon can be found on the Budgets tab on the home page. Other budget material appearing in the Congressional Record is filed on a case-by-case basis.
