Budget Enforcement

The House Budget Committee plays a key role in budget enforcement during consideration of legislation by the House of Representatives. The Budget Committee’s primary responsibility is to formulate the budget and once the budget is put into place, the Committee monitors legislation to ensure it abides by that budget. Budget rules and limits originate from the following sources: (1) authorizing statues, (2) standing rules and special orders of business for the House of Representatives, (3) the Concurrent Resolution on the Budget and related House or conference reports thereon and, (4) material filed in the Congressional Record pursuant to authorities or requirements originating in the above named sources. Budget-related authorizing statues can be referenced in the Compilation of Laws and Rules Relating to the Congressional Budget Process. Budget rules for the 114^th and 113^th Congress can be found in H.Res. 5. Special orders of business that affect budget rules are adopted on a case-by-case basis. The concurrent resolution on the budget and House or conference reports thereon can be found on the Budgets tab on the home page. Other budget material appearing in the Congressional Record is filed on a case-by-case basis. Budget Enforcement in the 114^th Congress

Provides adjustments to accommodate disaster designated spending as provided for in H.R. 240, the Department of Homeland Security Appropriations Act, 2015.

January 6, 2015

House Resolution 5. Adopting Rules for the 114^thCongress.

Deems Titles III, IV, and VI of H.Con.Res 25 (113^thCongress) to have force and effect pending the adoption of a concurrent resolution on the budget for fiscal year 2015. The allocations, aggregates, and other appropriate levels contained in the statement of the chair of the Committee on the Budget in the Congressional Record of April 29, 2014, as adjusted, shall be considered allocations and aggregates under titles III and IV of the Congressional Budget Act of 1974.

H. Res. 557. Providing for Consideration of H.R. 4486

Specifies that allocations of mandatory budget authority as contained in the statement filed for the record by the Budget Committee Chairman on April 29, 2014, shall be considered as allocations to the Committee on Appropriations. Provides that suballocations in House Report 113-425 shall be considered for all purposes in the House as suballocations under section 302(b) of the Congressional Budget Act of 1974.
