This section of the site features information about FEMA Region II, which serves the States of New Jersey and New York, the Commonwealth of Puerto Rico, the U.S. Virgin Islands territory and eight Tribal Nations. Region II Headquarters is located in New York, N.Y.
Who We Are
The Region is geographically and culturally diverse. It includes large urban areas, vast tracts of rural and mountainous land and several Caribbean islands. The Region includes New Jersey, the most densely-populated state in the U.S.; New York City, the most densely-populated city in the U.S.; and eight Tribal Nations. The Region is a global economic engine drawing people from nearly every country and culture in the world, resulting in a distinctively international environment. In fact, the United Nations is headquartered in the Region. Nearly half of New York City’s 8 million residents regularly speak a language other than English, many in the U.S. Virgin Islands speak Creole and Spanish is the official language of Puerto Rico. New York State shares a border with Canada while Puerto Rico and the U. S. Virgin Islands engage with neighboring Caribbean nations.

The Region has experienced nearly every type of disaster in the last two decades. Flooding resulting from hurricanes, tropical storms, snowmelt and Nor’easters are frequent occurrences. Parts of the Region experience extreme cold and snowfall, while other parts are susceptible to wildfires. The Caribbean Islands face the risk of earthquakes and tsunamis on a regular basis.
The Region is also at risk from man-made disasters. New York City, the financial and media capital of the world, was targeted by terrorists on Sept. 11, 2001 and maintains a heightened state of vigilance. Given the rest of the world’s reliance on the Region’s institutions of commerce and communication, cyber-security remains a priority for the public and private sectors. As well, the Region has a large nuclear industry and the highest concentration of chemical manufacturers and producers in the country, with a large amount of chemical and petroleum products transiting the Region on a daily basis.
The area’s density of residents and tourists, infrastructure, financial institutions, landmarks, multi-national political presence and media markets present an environment where even a relatively small disruption requires a coordinated, timely, decisive response.
What We Do
Working as a team, Regional staff collaborate with state, local and Tribal governments, Members of Congress, other Federal agencies, non-profit groups, the private sector and other key stakeholders, to administer all FEMA-related programs to protect against, respond to, recover from, and mitigate all hazards in the Region.
Hurricane Sandy, the second-largest storm to make landfall in U.S. history, severely impacted the Northeast. Since then, Region II has emerged as a center of innovation in managing an approximately $24 billion financial portfolio. This includes the Section 428 Public Assistance Alternative Procedures pilot program, which awarded $9.9 billion to New York for restoration and resilience projects, including the funding of the largest Public Assistance project in FEMA history (approximately $3 billion) for the New York City Housing Authority. Recovery and mitigation efforts resulting from Hurricane Sandy are groundbreaking in their efficiency and emphasize incorporating resiliency measures into critical infrastructure.
Region II fostered the creation of the New York/ New Jersey Federal Leadership Resilience Collaborative, an interagency coordination process whereby senior leaders of multiple federal agencies coordinate key recovery and long-term infrastructure projects to identify synergies, promote resiliency and maximize the impact of taxpayer dollars.
In all our work, Region II promotes disaster-resilient and sustainable communities through whole community engagement. We collaborate with elected officials, Tribal officials, private sector partners, disability partners, faith-based organizations, media, and colleges and universities to promote risk-reduction and capacity-building initiatives and enhance the whole community’s responsiveness and resilience.
How We Support
FEMA’s mission is to support our first responders and ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. Region II is responsible for these efforts in New York, New Jersey, Puerto Rico and the U.S. Virgin Islands.
Under the leadership of Regional Administrator Jerome Hatfield, our divisions work together to fulfill FEMA’s mission:
Response: Coordinates and provides Federal disaster response capability to state and local governments to support life-saving and life sustaining capabilities.
Recovery: Prepares for and manages programs that provide Federal assistance to individuals and families, and assist communities in recovering as a result of a Federal disaster declaration.
Mitigation: Promotes safer communities by reducing the risks to loss of life and property. Mitigation measures and programs enable individuals to recover more quickly from floods and other disasters and lessen the financial impact of disasters on the nation.
Mission Support: Provides overall administrative and information technology support for the day-to-day operations of the Regional office, disaster requirements, administration of various communications programs, and GIS support.
Grants and National Preparedness: Provides the financial management of all Region II disaster and non-disaster grants and the programmatic management of regionalized preparedness grants.
Caribbean Area Division (CAD): Delivers efficient FEMA support to the governments and residents of Puerto Rico and the U.S. Virgin Islands. Based in San Juan, the CAD functions as a satellite office for Region II and provides a permanent FEMA presence in the area. The CAD enables FEMA to significantly reduce the response time to a local disaster and assures expedited service of FEMA’s funded projects in Puerto Rico and the U.S. Virgin Islands.
External Affairs: Coordinates and manages internal employee communications and external communications to the public, media, intergovernmental and Tribal affairs, Congressional affairs, private sector and disability integration partners.
