An amendment offered by Congressman McClintock to H.R. 2685 the FY16 Department of Defense Appropriations Act to forbid billions of dollars from being spent on green-energy projects just for the sake of doing so has been adopted by a voice vote. Several legal provisions and parts of two executive orders currently require the Department of Defense to prioritize spending on green-energy projects such as on-base windmills, electric cars for civilian employees, and biofuels for jets and ships. A U.S. Government Accountability Office (GAO) report has found that biofuels often cost up to ten times more than conventional fuels and often offer lower performance. The amendment was adopted on June 10, 2015 by a voice vote.
