On March 17, 2015, the House Energy and Commerce Subcommittee on Energy and Power held a hearing on the EPA’s proposed 111 (d) rule for existing power plants. During the hearing I questioned Professor Richard Revesz, director of the Institute for Policy Integrity at New York University School of Law on the danger of the EPA’s unfunded mandates on local governments.
