Since the U.S. Congress convened on March 4, 1789, 12,178 individuals have served as Representatives, Senators, or in both capacities. There have been 10,215 Members who served only as Representatives, 1,294 Members who served only in the Senate, and 669 Members with service in both chambers. The total number of Representatives (including individuals serving in both bodies) is 10,884.
These numbers do not include statutory representatives: Resident Commissioners and Delegates. An additional 144 people have served only as Territorial Delegates in the House and 32 people have served only as Resident Commissioners from Puerto Rico or the Philippines.
