House Votes to Prevent IRS Abuse and Protect Free Speech

WASHINGTON, DC – Today, the U.S. House of Representative passed H.R. 5053, the Preventing IRS Abuse and Protecting Free Speech Act. This legislation would eliminate the Schedule B form requirements for non-profit, tax-exempt organizations that require the disclosure of personal donor information. U.S. Representative Westmoreland supported this legislation and issued the following statement:
 
“Americans have the fundamental right to free speech, and the IRS has a well-documented history of exploiting it,” continued Westmoreland. “Citizens should be able to support the candidate or charitable cause they want, without fear of intimidation or abuse of power by a federal agency like the IRS. I applaud the passage of H.R. 5053 and the protection of our first amendment rights.”
 
Tax-exempt, non-profit organizations are currently required to file Form 990, Schedule B that lists donors of more than $5,000 in the previous calendar year. The list includes personally identifiable information, such as names and addresses. In many cases, IRS employees have leaked Schedule B and sensitive donor information, subjecting them to harassment from opposing groups. By eliminating the Schedule B form, donors and non-profit groups can avoid intimidation and mishandling of their private information by the IRS.
