    U.S. Representative John R. Carter was re-elected in a landslide in November 2014 to his seventh term representing Texas' Thirty-First Congressional District in the U.S. House of Representatives. Congressman Carter was selected as Chairman of the Homeland Security Subcommittee on Appropriations and also to serve on the Commerce, Justice and Science Subcommittee and Defense Subcommittee. This is also Congressman Carter's fourth term to serve as Co-Chairman of the bipartisan House Army Caucus. He has been a member of the House Appropriations Committee since 2004.

    Since his first election in 2002, Congressman Carter has established himself as a leader in Congress who has the foresight and courage to author and support numerous pieces of legislation that would increase the protection of U.S. citizens and bring justice to those who threaten our freedom and way of life.

    Congressman Carter is one of the few House Members who has authored legislation signed into law under both Presidents Bush and Obama. In spite of now being a veteran Congressman, John Carter is still known as "Judge" for having served over 20 years on the district court bench in Williamson County, which he won as the first county-wide elected Republican in Williamson County history. Before becoming a Judge, Congressman Carter had a successful private law practice and continued to practice law while serving as the Municipal Judge in Round Rock.

    Congressman Carter's leadership ability has been recognized by his colleagues and others. During his first term, Congressman Carter was named one of the "Top Five Freshman" in Congress by Capitol Hill's leading newspaper.

    In July 2004, President Bush held a signing ceremony for Congressman Carter's Identity Theft bill at the White House. The law lessens the burden of proof making identity theft easier to prove and prosecute and also defines and creates punishment for aggravated identity theft.

    A true Texan at heart, Congressman Carter was born and raised in Houston and has spent his adult life in Central Texas. Carter attended Texas Tech University where he graduated with a degree in History and then graduated from the University of Texas Law School in 1969.Congressman Carter and his wife, Erika, met in Holland and have been happily married since June 15, 1968. Since then they have built a home and raised a family of four on Christian beliefs and strong Texas Values. Congressman Carter and Mrs. Carter are also a proud grandparents to six precious grandchildren.

Service Academy Nominations

Texas 31 Service Academy Nominations:

One of the privileges of serving in the United States House of Representatives is the opportunity to nominate outstanding young men and women from the Texas 31st Congressional District to be considered for appointment to our nation’s service academies. It is my great pleasure to assist you with your goal to serve our great country in a military career.

 

Central Texas US Military Academy Forum-Saturday, Sept. 17, 2016

Are you (or your student) a 9th, 10th, 11th, or 12th grader interested in the Academy nomination process or a career in the military as a commissioned officer? This forum is the place for students, parents, and educators to hear information and to ask questions to academy admissions representatives, congressional staff members, current academy cadets and ROTC advisors.

 

Senator John Cornyn, Senator Ted Cruz, Congressman Bill Flores, Congressman Michael McCaul, Congressman Roger Williams will join Congressman John R. Carter to host this forum at Texas State University-Round Rock Campus; 1555 University Blvd, Round Rock, TX 78665 in the St. David’s School of Nursing Bldg. The program begins at 9am and will end at 12 noon. Free. No reservations needed.

 

Directions from the North: Take Highway 1-35 to Toll Road 130 (Pickle Parkway) near Georgetown, TX; Left on Toll Road 130/Pickle Parkway to University Blvd; Right on University Blvd; Campus and St. David’s School of Nursing on your left. St David’s Nursing Building is behind the Avery Building.

Service Academy Applicants must be:

·         U.S. Citizen

·         Legal Resident of the Texas 31st Congressional District

·         At least 17 years of age, but not yet 23 years of age by July 1 of the year of admission

·         Unmarried with no dependents

·         By law, graduates of the service academies are appointed to active duty as commissioned officers and serve in the appropriate branch for a minimum of five years.

 

The Academy nomination process includes two important steps.

First, you should contact the Admissions Office of each academy of interest to request a pre-candidate questionnaire or go to their web site and fill out the online application. The addresses and web sites are listed below for your convenience.

 

Second,you should review the Texas 31 Congressional web site at Carter.house.gov thoroughly to confirm all of the requirements and deadlines that will allow you to be successful in the Academy Nomination process.

Other Official Sources for an Academy Nomination.    

All official sources for an academy nomination will require that you meet the minimum admission standards of each individual academy, including medical, physical, and academic requirements. The Congressional District Texas 31Academy Application Packet must include:

  • Application form with two wallet or passport size photos. Please write your name on back of each photo and do not staple or tape the photos to your application.
  • Resume (no more than two pages)
  • Personal essay on why you want to attend a service academy, what extracurricular activities you enjoy and information about your leadership experience (no more than three pages)
  • Three personal recommendations. Please ask each person making a recommendation to sign and date their recommendation.
  • Official copy of High School Transcript
  • Official copy of College Transcript (if applicable)
  • Official copy of SAT and/or ACT scores. These reports are in addition to the scores on your transcript.
    • Please indicate code number 4139 on the SAT test
    • Please use code 7712 for the ACT.

The testing institute will forward the scores directly to Congressman Carter at 6544 B South General Bruce Drive, Temple, TX 76502. 

Please take the College Board exams early in the application process to allow time to retake the test should you wish to raise your scores.

Please keep all of your nominating sources and the academies appraised of any changes in your status (such as higher SAT or Act scores, additional honors and activities, change of address or phone numbers.

Interviews and Decisions.

Congressman Carter and his Academy Nomination Board will review all packets and then conduct individual interviews in November, 2016. Applicants will be contacted well in advance with the location and time for their personal interviews. Nominees will be selected and notified in December, 2016.
