Pending are the Alexander-Feinstein substitute, amendment #3801, on which post-cloture debate could run until about 6:30 p.m., and the Flake amendment, #3876, on which a voice vote is expected. An agreement is expected  to make a roll call vote unnecessary for cloture on the underlying bill.

The Senate convened at 10:00 a.m. and following leader time, will resume consideration of H.R. 2028, the Energy and Water Appropriations Bill.

Yesterday’s failed cloture motion on the substitute (#3801) for the energy and water bill is expected to be reconsidered at about 2 p.m.

Senator McConnell has withdrawn the cloture petition on the motion to proceed to H.R. 2557-Transportation/HUD Bill.

5:38 p.m. The Senate adjourned and will reconvene at 10:00 a.m. on Thursday, April 28. At 11:00 the Senate will resume consideration of H.R. 2028, the Energy and Water Appropriations Bill. During wrap up the following resolutions were passed by voice vote:

12:40 p.m. ML McConnell entered a motion to reconsider the vote, hopes we can move forward on this bill.

12:39 p.m. Cloture not invoked on substitute amendment 50-46.

Senators in favor: 46 Republicans, 4 Democrats (Donnelly, Heitkamp, Manchin, Menendez).

Senators against: 40 Democrats, 5 Republicans (Fischer, Heller, Lee, McConnell*, and Sasse.)  1 Independent (King).  ML McConell only changed his vote to not in order to be allowed to enter a motion to reconsider the vote.

Senators not voting: 3 Republicans: Cruz, Sessions, Toomey.  1 Independent: Sanders.

12:10 p.m. Roll call vote began on cloture on the substitute amdt 3801 to the energy and water appropriations bill, HR 2028.

11:48 a.m. Senators Alexander, DL Reid, Cotton and Feinstein spoke on the pending energy and water appropriations bill and the Cotton amendment.

11:00 a.m. Senator Cornyn spoke about prescription drug addiction.

10:10 a.m. Minority Leader Reid spoke about the health care law. He also wished a speedy recovery to a Capitol Police officer who suffered a heart attack this week.

10:02 a.m. Majority Leader McConnell secured consent for a cloture vote at noon on the Alexander substitute (#3801) and for a cloture vote on the underlying energy and water appropriation (H.R. 2028) to take place after the substitute is disposed of. Senator McConnell also spoke about the health care law.

The Senate will convene at  10 a.m. A cloture vote is expected at 11 a.m. on the Alexander/Feinstein amendment #3801 to H.R. 2028 (Energy and Water Appropriations Bill).

Cloture was filed Tuesday on the motion to proceed to H.R. 2577, the Transportation/HUD Appropriations Bill.
