If the holder of the most powerful office in the world proposed a policy guaranteed to inflict untold damage on his own country and many others, on the basis of claims so demonstrably fallacious that they amount to a string of self-deluding lies, we might well be concerned. The relevance of this is not to President Bush, as some might imagine, but to a recent policy statement by President-elect Obama.

Tomorrow, delegates from 190 countries will meet in Poznan, Poland, to pave the way for next year's UN conference in Copenhagen at which the world will agree a successor to the Kyoto Protocol on climate change. They will see a video of Mr Obama, in only his second major policy commitment, pledging that America is now about to play the leading role in the fight to "save the planet" from global warming.

Mr Obama begins by saying that "the science is beyond dispute and the facts are clear". "Sea levels," he claims, "are rising, coastlines are shrinking, we've seen record drought, spreading famine and storms that are growing stronger with each passing hurricane season."

Far from the science being "beyond dispute", we can only deduce from this that Mr Obama has believed all he was told by Al Gore's wondrously batty film An Inconvenient Truth without bothering to check the facts. Each of these four statements is so wildly at odds with the truth that on this score alone we should be seriously worried.

It is true that average sea levels are modestly rising, but no faster than they have been doing for three centuries. Gore's film may predict a rise this century of 20 feet, but even the UN's International Panel on Climate Change only predicts a rise of between four and 17 inches. The main focus of alarm here has been the fate of low-lying coral islands such as the Maldives and Tuvalu.

Around each of these tiny countries, according to the international Commission on Sea Level Changes and other studies, sea levels in recent decades have actually fallen. The Indian Ocean was higher between 1900 and 1970 than it has been since. Satellite measurements show that since 1993 the sea level around Tuvalu has gone down by four inches.

Coastlines are not "shrinking" except where land is subsiding, as on the east coast of England, where it has been doing so for thousands of years. Gore became particularly muddled by this, pointing to how many times the Thames Barrier has had to be closed in recent years, unaware that this was more often to keep river water in during droughts than to stop the sea coming in.

Far from global warming having increased the number of droughts, the very opposite is the case. The most comprehensive study (Narisma et al, 2007) showed that, of the 20th century's 30 major drought episodes, 22 were in the first six decades, with only five between 1961 and 1980. The most recent two decades produced just three.

Mr Obama has again been taken in over hurricanes. Despite a recent press release from the National Oceanic and Atmospheric Administration claiming that 2008's North Atlantic hurricane season "set records", even its own release later admits that it only tied as "the fifth most active" since 1944. NOAA's own graphs show hurricane activity higher in the 1950s than recently. A recent Florida State University study of tropical cyclone activity across the world (see the Watts Up With That? website) shows a steady reduction over the past four years.

Alarming though it may be that the next US President should have fallen for all this claptrap, much more worrying is what he proposes to do on the basis of such grotesque misinformation. For a start he plans to introduce a "federal cap and trade system", a massive "carbon tax", designed to reduce America's CO2 emissions "to their 1990 levels by 2020 and reduce them an additional 80 per cent by 2050". Such a target, which would put America ahead of any other country in the world, could only be achieved by closing down a large part of the US economy.

Mr Obama floats off still further from reality when he proposes spending $15 billion a year to encourage "clean energy" sources, such as thousands more wind turbines. He is clearly unaware that wind energy is so hopelessly ineffective that the 10,000 turbines America already has, representing "18 gigawatts of installed capacity", only generate 4.5GW of power, less than that supplied by a single giant coal-fired power station.

He talks blithely of allowing only "clean" coal-fired power plants, using "carbon capture" - burying the CO2 in holes in the ground - which would double the price of electricity, but the technology for which hasn't even yet been developed. He then babbles on about "generating five million new green jobs". This will presumably consist of hiring millions of Americans to generate power by running around on treadmills, to replace all those "dirty" coal-fired power stations which currently supply the US with half its electricity.

If this sounds like an elaborate economic suicide note, for what is still the earth's richest nation, it is still not enough for many environmentalists. Positively foaming at the mouth in The Guardian last week, George Monbiot claimed that the plight of the planet is now so grave that even "sensible programmes of the kind Obama proposes are now irrelevant". The only way to avert the "collapse of human civilisation", according to the Great Moonbat, would be "the complete decarbonisation of the global economy soon after 2050".

For 300 years science helped to turn Western civilisation into the richest and most comfortable the world has ever seen. Now it seems we have suddenly been plunged into a new age of superstition, where scientific evidence no longer counts for anything. The fact that America will soon be ruled by a man wholly under the spell of this post-scientific hysteria may leave us in wondering despair.

The man who decoded stonehenge

An excellent Daily Telegraph obituary of the scholar Professor John North, who has died aged 74, made mention of his most important discovery without noting its fascinating implications. It was his calculations that showed that Stonehenge was aligned, not with the sun's rising at midsummer as hippies and druids imagine, but with its setting at midwinter. In other words, Stonehenge was built to mark the dying moment of the northern year, when nature turns back again towards new life – that same symbolic moment which so many cultures have celebrated with midwinter festivals such as the Roman Saturnalia and our own Christmas.

When, a year or two back, I paid tribute here to Prof North's highly significant finding, an imaginative sub-editor gave it the memorably neat headline "Have yourself a megalithic Christmas."

Climate change skeptics on Capitol Hill are quietly watching a growing accumulation of global cooling science and other findings that could signal that the science behind global warming may still be too shaky to warrant cap-and-trade legislation.

While the new Obama administration promises aggressive, forward-thinking environmental policies, Weather Channel co-founder Joseph D’Aleo and other scientists are organizing lobbying efforts to take aim at the cap-and-trade bill that Democrats plan to unveil in January.

So far, members of Congress have not been keen to publicly back the global cooling theory. But both senators from Oklahoma, Republicans Tom Coburn and Jim Inhofe, have often expressed doubts about how much of a role man-made emissions play.

“We want the debate to be about science, not fear and hypocrisy. We hope next year’s wave of new politics means a return to science,” said Coburn aide John Hart. “It’s the old kind of politics that doesn’t consider any dissenting opinions.”

The global cooling lobby’s challenge is enormous. Next year could be the unfriendliest yet for climate skeptics. Already, House Energy and Commerce Chairman John Dingell (D-Mich.) has lost his gavel, in part because his peers felt he was less than serious about tackling global warming.

The National Academy of Sciences and most major scientific bodies agree that global warming is caused by man-made carbon emissions. But a small, growing number of scientists, including D’Aleo, are questioning how quickly the warming is happening and whether humans are actually the leading cause.

Armed with statistics from the Goddard Institute for Space Studies and the National Oceanic and Atmospheric Administration’s National Climate Data Center, D’Aleo reported in the 2009 Old Farmer’s Almanac that the U.S. annual mean temperature has fluctuated for decades and has only risen 0.21 degrees since 1930 — which he says is caused by fluctuating solar activity levels and ocean temperatures, not carbon emissions. 

Data from the same source shows that during five of the past seven decades, including this one, average U.S. temperatures have gone down. And the almanac predicted that the next year will see a period of cooling.

“We’re worried that people are too focused on carbon dioxide as the culprit,” D’Aleo said. “Recent warming has stopped since 1998, and we want to stop draconian measures that will hurt already spiraling downward economics. We’re environmentalists and conservationists at heart, but we don’t think that carbon is responsible for hurricanes.”

D’Aleo’s organization, the International Climate and Environmental Change Assessment Project, is collaborating on the campaign with the Cooler Heads Coalition, a subgroup of the National Consumer Coalition with members including Americans for Tax Reform, the National Center for Policy Analysis and Citizens for a Sound Economy.

More than 31,000 scientists across the world have signed the Global Warming Petition Project, a declaration started by a group of American scientists that states man’s impact on climate change can’t be reasonably proven.

If the project gains traction, it might give skeptical lawmakers an additional weapon to fight cap-and-trade legislation to curtail greenhouse gases — a move they worry could damage the already fragile economy. At the least, congressional aides say, it could caution additional lawmakers from rushing into a hasty piece of legislation.

Many Hill skeptics have varying opinions on whether the earth’s temperature is warming more slowly than some environmentalists predict and how much man is actually contributing to it.

Inhofe’s staff has been steadily compiling a list of global cooling findings. And aides report that they have received countless e-mails from scientists worldwide supporting the theory. While Inhofe hasn’t indicated that he will move forward with the information anytime soon, his aides continue to compile it.

 

Republicans aren’t the only ones who are wary of hastily passing a greenhouse gas bill. Ten Democrats wrote to Senate leaders earlier this year, citing economic concerns as a key reason why they didn’t vote for the Senate’s cap-and-trade bill.

And despite Democrats’ pickups in the Senate this fall, several of the new Democrats are from conservative, energy-producing states and may not be supportive, either.

But congressional aides say it could be a long wait before lawmakers are comfortable pushing science that contradicts the global warming theory. And until the lobby gains traction, skeptics plan to continue pushing their ideas by arguing for protection of the economy, where they hope to meet middle ground with global warming supporters.

“Never underestimate the ability of Congress to offer nonsolutions to problems that do not exist,” said Marc Morano, communications director for the Republicans on the Senate Environment and Public Works Committee. “We could spend weeks arguing the mounting scientific evidence refuting man-made warming fears,” he added, “but it’s the economic arguments that have the most immediate impact.”

At the Cato Institute, senior fellow Patrick Michaels, a contributing author of the United Nations Intergovernmental Panel on Climate Change, said most of Washington is already too deeply entrenched in the global warming mantra to turn back.

“You can’t expect the scientific community to now come to Washington and say this isn’t a problem. Once the apocalypse begins to deliver research dollars, you don’t want to reverse it,” said Michaels. “Washington works by lurching from crisis to crisis.”

Despite the growing science, the world’s leading crusader on climate change, Al Gore, is unconcerned.

“Climate deniers fall into the same camp as people who still don’t believe we landed on the moon,” said the former vice president’s spokeswoman, Kalee Kreider. “We don’t think this should distract us from the reality.”

Dr. James Koermer, a meteorology professor at Plymouth State University presentation it titled “Inconvenient Science." Excerpt: Kevin McGuire, a fellow professor at PSU, said Koermer's presentation was "very well done." "I agree that there are a lot of uncertainties," McGuire said about the causes and nature of global climate change. […] During a presentation at the university on Wednesday, Koermer explained why there are a growing number scientists, such as himself, who don't subscribe to the popular theory on global warming. […]Koermer said just because he doesn't think man-made carbon dioxide is contributing significantly to climate change, it does not mean he is opposed to the increased use of renewable fuel sources. […] "Over millions of years there have been periods when we have been hotter than we are today," Koermer said. He added that while humans do have an impact on the climate, it is minimal compared to natural phenomena. He also said that humans are not the biggest producers of carbon dioxide and that the gas is not the most abundant green house gas in the atmosphere. That title goes to water vapor, which is produced by the world's oceans.

Meteorologist says ‘don’t believe it’ to claims that October was 2nd Warmest – November 18, 2008

Excerpt: This is not surprising as NOAA has become the biggest outlier in recent months. They have thanks to Tom Peterson and Tom Karl a global data base that is worth nothing. There is little or no adjustment for urbanization, land use changes, no adjustment for bad station siting (69% of the 560 US climate stations surveyed by Anthony Watts team of volunteers were poor or very poorly sited), 2/3rds of the stations globally dropped out around 1990, the number of missing months increased tenfold in the FSU and Africa after 1990, and changes in instrumentation like here in the US that Tom Karl himself found produced a warm bias of 0.5F. Not less than 6 peer review studies have shown these issues may account for up to 50% of the warming since 1900. Trust only the satellite. In fact, this October was the 10th warmest of the 30 years of data for the MSU satellite according to UAH with only a 0.167C (0.3F) anomaly instead of the 1.1F (2nd warmest out of 129 years) as per NOAA. Unfortunately satellite data extends only back to 1979.

Excerpt: The approach is rather like that of a desperate dieter padlocking his pantry. If all goes according to plan, a climate-change bill will be passed next week that takes the power to set carbon-reduction goals away from politicians and enshrines them in law. A climate-change committee will recommend five-year carbon budgets for different parts of the economy, such as power generation, transport and manufacturing, with the ultimate goal of cutting emissions by 80% from their 1990 levels by the time 2050 rolls around. Another Dissenter: CO2 Warming fears are ‘simplistic approach’ -- ‘Earth's climate is ridiculously complicated’ says AccuWeather Meteorologist Mark Paquette – November 15, 2008

Excerpt: An increase in a greenhouse gas leads to warming, right? Simple answer, in my opinion, is yes. A more complicated answer, and one that seems to be most accepted by most of the commenters, is not necessarily, as the earth's climate system is very complex. -The simple answer is yes, an increase in carbon dioxide leads to warming on the planet. This is a very simplistic approach and assumes that nothing else in the climate system changes, and all the warming observed in the earth's climate is directly attributed to the change in the levels of carbon dioxide. -As we all know, the assumptions made directly above are not true. The earth's climate is ridiculously complicated, and carbon dioxide is not the only thing that influences the climate that is changing. In fact, probably EVERYTHING in the earth's climate system changes at one time or another. So, earth's changing climate can not be entirely attributed to carbon dioxide levels rising. -Below is just my opinion, and please comment on it. The increase in carbon dioxide levels will, by itself and no other changes in the climate system, lead to warming in the earth's atmosphere. However, this warming may or may not be seen in actuality. It may be hidden, or masked, by factors that are cooling the climate. On the other hand, if warming of the climate is shown to be occurring, the increase in carbon dioxide levels are playing a role in this warming, but are not entirely responsible for all of the warming as many other factors are involved.

 

Another Dissenter: Former U.S. Navy Meteorologist Slams UN IPCC ‘Alternate models of climate change are not even considered’- November 17, 2008

(Dr. William DiPuccio worked as a weather forecaster in the US Navy and as a Meteorological Technician for the National Weather Service Central Weather Service.

Excerpt: We should be cautious about placing our faith in climate models that vastly oversimplify the actual climate system.  Supporting evidence for the IPCC’s projections does not warrant the high level (90%-95%) of confidence exhibited by its authors.  Much less should these projections be used, at this point, for making public policy decisions.  Though the latest IPCC report (2007) concludes that global warming, due to increased CO2, is a virtual certainty, the authors themselves raise fundamental doubts about our scientific understanding of radiative forcing agents and climate change, both past and present. […] All climate scientists agree that the recent flattening and decline in global temperature over the last decade is due to natural variability.  Though this decline was not anticipated by climate models, IPCC supporters are confident that warming will resume in the next decade or so. But, as climate scientist Roger Pielke Sr. has observed, it seems that no matter what changes take place in weather or climate—i.e., extreme heat or extreme cold—they are said to verify the IPCC's hypothesis.  Consequently there can be no falsifying evidence against it, at least not on a decadal scale. In the mean time, the media will continue to hype this issue, focusing on the most sensational statements and events.  Apocalyptic views, like those of Al Gore and James Hansen (NASA), have dominated the public discussion and classroom education.  Yet, these views do not even represent the IPCC’s projections, which are far more conservative and a lot less theatrical.  Of course, alternate models of climate change are not even considered.  This one sidedness only proves how desperately good education is needed on this issue.

Climate change is not caused by humans, but by natural forces, Patterson says. His research indicates cosmic rays from the sun affect temperature by impacting cloud formation. When there are fewer cosmic rays, there are fewer clouds. Fewer clouds lead to warmer temperatures. But Patterson predicts temperatures will drop as a result of the next solar cycle, which is much weaker than usual.

On Monday, Nasa's Goddard Institute for Space Studies (GISS), which is run by Al Gore's chief scientific ally, Dr James Hansen, and is one of four bodies responsible for monitoring global temperatures, announced that last month was the hottest October on record. 

This was startling. Across the world there were reports of unseasonal snow and plummeting temperatures last month, from the American Great Plains to China, and from the Alps to New Zealand. China's official news agency reported that Tibet had suffered its "worst snowstorm ever". In the US, the National Oceanic and Atmospheric Administration registered 63 local snowfall records and 115 lowest-ever temperatures for the month, and ranked it as only the 70th-warmest October in 114 years. So what explained the anomaly? GISS's computerised temperature maps seemed to show readings across a large part of Russia had been up to 10 degrees higher than normal. But when expert readers of the two leading warming-sceptic blogs, Watts Up With That and Climate Audit, began detailed analysis of the GISS data they made an astonishing discovery. The reason for the freak figures was that scores of temperature records from Russia and elsewhere were not based on October readings at all. Figures from the previous month had simply been carried over and repeated two months running. 

The error was so glaring that when it was reported on the two blogs - run by the US meteorologist Anthony Watts and Steve McIntyre, the Canadian computer analyst who won fame for his expert debunking of the notorious "hockey stick" graph - GISS began hastily revising its figures. This only made the confusion worse because, to compensate for the lowered temperatures in Russia, GISS claimed to have discovered a new "hotspot" in the Arctic - in a month when satellite images were showing Arctic sea-ice recovering so fast from its summer melt that three weeks ago it was 30 per cent more extensive than at the same time last year. 

A GISS spokesman lamely explained that the reason for the error in the Russian figures was that they were obtained from another body, and that GISS did not have resources to exercise proper quality control over the data it was supplied with. This is an astonishing admission: the figures published by Dr Hansen's institute are not only one of the four data sets that the UN's Intergovernmental Panel on Climate Change (IPCC) relies on to promote its case for global warming, but they are the most widely quoted, since they consistently show higher temperatures than the others.  

If there is one scientist more responsible than any other for the alarm over global warming it is Dr Hansen, who set the whole scare in train back in 1988 with his testimony to a US Senate committee chaired by Al Gore. Again and again, Dr Hansen has been to the fore in making extreme claims over the dangers of climate change. (He was recently in the news here for supporting the Greenpeace activists acquitted of criminally damaging a coal-fired power station in Kent, on the grounds that the harm done to the planet by a new power station would far outweigh any damage they had done themselves.)Yet last week's latest episode is far from the first time Dr Hansen's methodology has been called in question. Dr Pachauri, a former railway engineer with no qualifications in climate science, may believe what Dr Hansen tells him. But whether, on the basis of such evidence, it is wise for the world's governments to embark on some of the most costly economic measures ever proposed, to remedy a problem which may actually not exist, is a question which should give us all pause for thought.

Fellow Canadians, it's time to start thinking of "fixing" global warming the same way we do "ending" child poverty. Or "settling" native land claims. Or "shortening" medical wait times.

Like these other issues, "fixing" global warming has become yet another meaningless promise that all politicians of all stripes will be paying lip service to in perpetuity.

One they will spend billions of our dollars "fixing" year after year. To no avail.

In the end, "fixing" global warming will be a boon only to present and future generations of lobbyists, activists, consultants and other rent-seekers who will be, in the famous phrase coined by Tom Wolfe, "mau-mauing the flak catchers" into eternity."

Mau-mauers" are the professional whiners who perpetually haunt the corridors of federal, provincial and municipal governments, demanding ever-increasing amounts of our money to "fix" global warming.

In response, the "flak catchers" -- complicit and cowed politicians -- will keep shovelling our money out the door to appease them, although nothing will ever be "fixed," prompting new demands for more money.

Don't look to the media for help.They're still trying to explain why U.S. president-elect Barack Obama -- the guy they've been describing for months as the jolly green giant, who would leave Prime Minister Stephen Harper choking in the dust on global warming -- has a weaker climate change plan than Harper.

A BETTER PROMISE

Yep. Harper's promising to reduce Canada's man-made greenhouse gas (GHG) emissions to 3% below 1990 levels by 2020. Obama's only promising 1990 levels by 2020.

Then again, both promises are nonsense because:

(a) neither Harper nor Obama can promise anything beyond one, four-year election cycle;

(b) both targets fall laughably short of what the Kyoto accord calls for; 

(c) even if the handful of industrialized countries required to reduce emissions under Kyoto achieved their targets (most, including us, won't), the fact the developing world, led by China and India, is exempt means Kyoto actually guarantees GHG emissions will go up, not down;

(d) both Obama and Harper support a cap-and-trade market in carbon dioxide, which has been a fiasco in Europe, where emissions are rising.

On the "bright" side, if Al Gore is right and humanity has only a few decades to change its ways before unstoppable man-made global warming fries us or drowns us, then we're only looking at having to pay billions of dollars annually in worthless attempts to "fix" the climate, for a relatively short time.

Which would in a twisted way be comforting, if Gore himself wasn't living an obscenely high-carbon consumption lifestyle, along with his celebrity friends, while lecturing the rest of us to take a vow of poverty, beyond the one we're already being force-fed because of the global recession.

And no, neither Gore nor his pals can wipe out their huge carbon footprints on the Earth by retroactively purchasing "carbon offsets," as they claim.

One effective way Sorry. The only effective way to reduce your GHG emissions is not to emit them in the first place.

Indeed, to paraphrase environmental journalist George Monbiot: "Every time someone dies as a result of floods in Bangladesh, every pseudo-environmentalist politician, movie star, rock star, rap star and professional athlete shopping on Rodeo Drive, should be dragged out of the store and drowned."

After all, if we're going to be stupid about this, and, trust me, our politicians are, let's get serious.

Update: Environmental Groups Exposed: ‘Every dollar spent has been aimed at helping Democrats’ 

This report is part of an ongoing oversight investigation into the funding and partisan political activities of environmental groups. 

 

 

An article in the trade publication Greenwire reaffirms the findings of Senator James Inhofe’s (R-OK) ongoing oversight investigation into the multi-million dollar funding and partisan political activities of environmental groups. The Greenwire article by reporter Alex Kaplun reported that “since the start of the fall campaign, every dollar spent by these organizations has been aimed at helping Democrats.”  

Greenwire's article on October 22 echoed Senator Inhofe's report, detailing how environmental groups are essentially a funding and advocacy arm of the Democratic Party. The article noted the partisan activity of major environmental groups in battleground political campaigns and concluded, “In every instance, the environmental groups are backing the Democrat.”  

A September 25, 2008, Inhofe report exposed the questionably overt political activities of environmental organizations that are often misleadingly disguised as non-partisan environmental causes. Senator James Inhofe (R-Okla.), Ranking Member of the Senate Environment and Public Works Committee, said on September 25, “Campaigns to ‘save the cuddly animals’ or ‘protect the ancient forests’ are really disguised efforts to raise money for Democratic political campaigns.” Inhofe added, “Environmental organizations have become experts at duplicitous activity, skirting laws up to the edge of illegality, and burying their political activities under the guise of non-profit environmental improvement.” (LINK)  

Greenwire excerpt: With the 2008 campaign in the homestretch, major environmental groups are spending money and time on a half-dozen or so congressional candidates who figure to play prominent roles in future Capitol Hill energy and conservation debates. The charge is being led by the League of Conservation Voters, Defenders of Wildlife and the Sierra Club. While the three have endorsed dozens of congressional candidates, each has focused on just a couple of contests. The environmentalists have spent more than $3 million in congressional races on "independent expenditures" -- essentially campaigns the groups are running to assist or attack a particular candidate, campaign finance records show. That amount does not include campaign contributions given directly to the candidates, though those dollars tend to represent only a small percentage of the amount the organizations actually spend in a typical election year. And while environmental groups have endorsed a number of Republican candidates, since the start of the fall campaign, every dollar spent by these organizations has been aimed at helping Democrats. 

The Greenwire article also reported:  One other contest that has crept onto the radar of at least one environmental group is the Minnesota Senate race between Sen. Norm Coleman (R) and comedian and talk show host Al Franken (D). Environment America has in the last week spent roughly $200,000 on mailings there. The other contests in which environmentalists have spent money in recent weeks, though not in overwhelming amounts: the Oregon Senate race between Sen. Gordon Smith (R) and former state House Speaker Jeff Merkley (D), the North Carolina Senate race between Sen. Elizabeth Dole (R) and state Sen. Kay Hagan (D), the Alaska House race between Rep. Don Young (R) and former state Rep. Ethan Berkowitz (D), and the contest for the New Mexico 1st District seat currently held by Rep. Heather Wilson (R). In every instance, the environmental groups are backing the Democrat. 

According to Federal Election Commission records, the groups have spent just over $2 million on that contest. LCV leads the pack, with over $730,000 spent on the presidential race, with the Sierra Club and Defenders of Wildlife trailing -- each having spent more than $500,000. Environment America has also spent about $140,000. The Sierra Club is the only one of those major environmental groups that has actually spent more money -- in fact, the overwhelming majority of it -- on the presidential race rather than congressional contests. And campaign finance records show that in many instances the environmentalists' efforts in the White House contest overlap with their efforts in the congressional races, as much of their money has been spent in the states of Colorado, New Mexico and New Hampshire -- all three have been considered battlegrounds.

Indeed, the only Republican to see any support this year in the form of independent expenditures is Rep. Wayne Gilchrest of Maryland, who lost his bid to fend off a primary challenge.  Much of the environmentalists' activity has been centered on Colorado and New Mexico, where the groups have spent heavily on both the Senate contests and one House race in each state. In fact, the two Colorado races are currently the top targets for environmentalists' money, and they appear poised to stay that way through the election. The League of Conservation Voters has poured roughly $1 million into the Senate race between Rep. Mark Udall (D) and former Rep. Bob Schaffer (R), with more than a third of that money having been spent just since Labor Day. A couple of other groups have dropped a small amount of money into the contest, but their spending pales in comparison to LCV's. The Colorado Senate race has been ground zero for outside group spending, as not only environmentalists but also business groups and other organizations have poured millions into the contest.

Oddly enough, the other race that has received the most money is not a high-profile Senate race or even one of the more closely watched House races. Defenders of Wildlife has poured roughly $1 million into their effort to topple Colorado Rep. Marilyn Musgrave (R), whose 4th District covers much of the eastern half of the state. 

The group had long ago announced that it would launch a campaign effort to beat Musgrave akin to the one it used two years ago topple former House Resources Chairman Richard Pombo (R-Calif.), a three-term incumbent (E&E Daily, July 9). 

Musgrave has not been particularly visible on environmental issues during her time in Congress, having focused much of her effort on social policy. But environmentalists have said that because of the nature of her district, it was important to replace what they view as a staunchly anti-conservationist vote with a pro-conservationist one. 

Indeed, the group appears to have backed up its promises with cash, spending heavily on both advertising and direct voter outreach methods. 

Musgrave was already viewed as exceedingly vulnerable heading into the election, having received the lowest vote percentage of any winning candidate in the 2006 campaign. And most recent polls show her trailing Betsy Markey, a former State Department employee and aide to Sen. Ken Salazar (D-Colo.).  

There are other races in which environmentalists have spent tens of thousands of dollars, though none reach the level of spending in the two Colorado contests. 

Since Labor Day, environmentalists have dropped roughly $80,000 into the New Mexico Senate race between Rep. Tom Udall (D) and Rep. Steve Pearce (R). The groups spent heavily there over the summer, but their spending has tailed off in recent weeks as Udall has moved out to a comfortable lead, with polls showing the Democrat holding a lead of 15 percent or more. 

Additionally, environmental groups -- both LCV and the Sierra Club -- have in recent weeks started spending significant amounts in New Hampshire's Senate race on behalf of former Gov. Jeanne Shaheen (D), who is making a bid to topple Sen. John Sununu (R). In September and October, the groups have spent roughly $80,000 on various door-to-door efforts as well as phone banks and direct mail. Shaheen has consistently led in the polls in that contest, though recent polling has shown that the race has tightened slightly.

Presidential spending 

Though environmentalists have also remained active in the presidential contest between Democrat Barack Obama and Republican John McCain, as of this week, their overall spending in that race trails what they have spent in the congressional races.
