An "Historic" Day

Welcome to the EPW Policy Beat, a new feature that will provide daily updates on environmental policy.  Each day, the service will distribute summaries and analyses of cutting edge studies, media reports, and rapid response (the EPW “Fact of the Day”), all of which will help ensure policymakers have hard facts instead of empty rhetoric. 

 

What better way to commence our new feature than with EPA’s submittal to OMB of a proposed endangerment finding for greenhouse gases under the Clean Air Act?  This will be the first installment of a series exploring the potential economic and legal consequences of this proposal:

 

AN “HISTORIC” DAY
 

According to the Washington Post, the Environmental Protection Agency will propose that greenhouse gases, including CO2, a gas necessary to sustaining life on Earth, endanger public health and welfare.  This is a move that, according to the Post, “could have far-reaching implications for the nation’s economy and environment.”  Predictably, environmental groups, which have been agitating for this outcome for years, were gushing with delight over this latest action by EPA.  “This is historic news,” said Clean Air Watch’s Frank O’Donnell.  “It will set the stage for the first-ever national limits on global warming pollution.”  David Bookbinder, an attorney with the Sierra Club, was equally effusive: “They’re making all the right decisions.”

 

FACT: EPA’s finding is indeed historic news, for the simple fact that it will enlarge EPA’s regulatory reach to an unprecedented degree, extending it into every corner of the US economy, causing enormous economic damage.  According to Peter Glaser, a national legal expert on the Clean Air Act, an endangerment finding will lead to new EPA regulations covering virtually everything, including “office buildings, apartment buildings, warehouse and storage buildings, educational buildings, health care buildings such as hospitals and assisted living facilities, hotels, restaurants, religious worship buildings, public assembly buildings, supermarkets, retail malls, agricultural facilities…and many others.”  An array of new development projects could be delayed, perhaps for several years, causing “an economic train wreck.”  This conclusion was supported recently by the Heritage Foundation’s Center for Data Analysis, which found that EPA’s new carbon regulations would destroy over 800,000 jobs and result in a cumulative GDP loss of $7 trillion by 2029.

White House Admits Cap-And-Trade Tax Costs Triple Their Official Estimate - March 17, 2009 

Excerpt: The deputy director of the White House National Economic Council, Jason Furman, is giving us a glimpse at the real number, telling Senate staff the energy tax scheme would actually raise “two-to-three times” the budget’s official $646 billion revenue estimate. Dow Jones reports that 5 people at the meeting confirmed the statement—we can be pretty sure he said it. It make sense, because the budget estimate was only half the official score from the Congressional Budget Office for last year’s Lieberman-Warner bill, even though the Obama version is designed to have much steeper costs because it requires steeper emissions cuts.If Furman is right that the real tax hike would be two or three times the official budget estimate—and it’s likely still a lowball—that would mean the actual tax hike would run well into the trillions, roughly between $1.3 trillion and $1.9 trillion between fiscal years 2012 and 2019 by Furman’s own estimate.  

WSJ - White House Official Boosts Cap and Trade Revenue Estimate – March 17, 2009

Excerpt: A top White House economic adviser told Senate staff a proposed cap and trade system could raise "two-to-three times" the administration's existing $646 billion revenue estimate, according to five people at the meeting. This could mean the cap and trade system could actually generate between roughly $1.3 trillion and $1.9 trillion between fiscal years 2012 and 2019. Jason Furman, deputy director of the National Economic Council, offered the estimate at a Feb. 26 meeting on Capitol Hill with a bipartisan group of staffers, most of whom are attached to the Senate Finance Committee, according to five Senate aides who attended the meeting. They spoke on condition they wouldn't be identified by name. The meeting was held in the Finance Committee's hearing room in the Dirksen Office Building, the day the administration released its budget framework. According to those who were present, there were between 50 and 60 staff of both parties, including some staff of House lawmakers. A White House official wouldn't confirm Mr. Furman's comments, but said excess revenues from any cap and trade bill that passes Congress will be used to compensate vulnerable families, communities and businesses.  

The Hill: Climate debate focus shifts away from environment, toward jobs – March 18, 2009

Excerpt: The debate over climate change is shifting away from saving the planet and toward rescuing the American worker. In selling his controversial plan to cap carbon dioxide, for example — as he did in his address to Congress last month — President Obama has linked the need to save “our planet from the ravages of climate change” with the need to “truly transform our economy.” In a subsequent speech to a group of CEOs, meanwhile, Obama again sought to sell his plan as a way to green the environment and promote economic growth. He told the business executives that he did not “accept a future where the jobs and industries of tomorrow take root beyond our borders.” “You and I both know that we need ultimately to make clean, renewable energy the profitable kind of energy,” Obama said. “We know that the best way to do that is through market-based caps on carbon pollution that drive the production of more renewable energy in America.” 

The Detroit News - Editorial: Cap-and-trade idea needs full debate – March 20, 2009Sen. Levin leads effort to force an honest vote:

Excerpt: Enacting a carbon cap-and-trade system is too transformational to allow it to be jammed through Congress without the full give-and-take of the legislative process and with the votes of just one party counting. Credit Michigan Sen. Carl Levin for stepping in front of his own party's bulldozer to shout, "Slow down!" Senate Democratic leaders know that cap-and-trade is an extremely divisive issue, pitting manufacturing states like Michigan against coastal states that have lost their minds to the global warming hysteria. Levin correctly notes that a system of auctioning off carbon credits could drive up the cost of energy, meaning higher prices for nearly all goods, and put manufacturing industries at risk. He has joined seven of his Democratic colleagues in protesting the attempt to circumvent the normal legislative rules to get the bill passed without a full airing.   

Boxer Says Reconciliation Still on Table, But Opposition Mounts Against Strategy – March 20, 2009

Excerpt: Sen. Barbara Boxer (D-Calif.) told reporters March 19 that a strategy to use the budget reconciliation process to fast-track climate change legislation in the Senate “should remain on the table” even as opposition continued to mount against the strategy. Senate Democrats including Majority Leader Harry Reid (D-Nev.) have discussed reconciliation as a way to swiftly enact President Obama's priorities such as climate change and health care with 51 votes rather than the 60 needed to end legislative debate and pass the measures on the floor. All eight Republicans on Boxer's Environment Committee, led by the panel's ranking Republican, Sen. James Inhofe (Okla.), March 19 signed a Dear Colleague letter threatening to offer an amendment “to strip any climate revenue provision” if it is included in the Senate budget resolution. The Republican committee members called on senators to join their efforts “to resist the erosion of proper democratic principles.”

Outpouring of Skeptical Scientists Continues as 59 Scientists Added to Senate Report

Washington, DC: Fifty-nine additional scientists from around the world have been added to the U.S. Senate Minority Report of dissenting scientists, pushing the total to over 700 skeptical international scientists – a dramatic increase from the original 650 scientists featured in the initial December 11, 2008 release. The 59 additional scientists added to the 255-page Senate Minority report since the initial release 13 ½ weeks ago represents an average of over four skeptical scientists a week.  This updated report – which includes yet another former UN IPCC scientist – represents an additional 300 (and growing) scientists and climate researchers since the initial report’s release in December 2007. 

The over 700 dissenting scientists are now more than 13 times the number of UN scientists (52) who authored the media-hyped IPCC 2007 Summary for Policymakers. The 59 additional scientists hail from all over the world, including Japan, Italy, UK, Czech Republic, Canada, Netherlands, the U.S. and many are affiliated with prestigious institutions including, NASA, U.S. Navy, U.S. Defense Department, Energy Department, U.S. Air Force, the Philosophical Society of Washington (the oldest scientific society in Washington), Princeton University, Tulane University, American University, Oregon State University, U.S. Naval Academy and EPA.  

The explosion of skeptical scientific voices is accelerating unabated in 2009. A March 14, 2009 article in the Australian revealed that Japanese scientists are now at the forefront of rejecting man-made climate fears prompted by the UN IPCC.

Prominent Japanese Geologist Dr. Shigenori Maruyama, a professor at the Tokyo Institute of Technology’s Department of Earth and Planetary Sciences who has authored more than 125 scientific publications, said in March 2009 that “there was widespread skepticism among his colleagues about the IPCC's fourth and latest assessment report that most of the observed global temperature increase since the mid-20th century ‘is very likely due to the observed increase in anthropogenic greenhouse gas concentrations.” Maruyama noted that when this question was raised at a Japan Geoscience Union symposium last year, ‘the result showed 90 per cent of the participants do not believe the IPCC report.”  [Also See: The prestigious International Geological Congress, dubbed the geologists' equivalent of the Olympic Games, was held in Norway in August 2008 and prominently featured the voices of scientists skeptical of man-made global warming fears. [ See: Skeptical scientists overwhelm conference: '2/3 of presenters and question-askers were hostile to, even dismissive of, the UN IPCC' & see full reports here & here –More analyses of recent developments see report’s introduction here. ]  

“I do not find the supposed scientific consensus among my colleagues,” noted Earth Scientist Dr. Javier Cuadros on March 3, 2009. Cuadros, of the UK Natural History Museum, specializes in Clay Mineralogy and has published more than 30 scientific papers.  

Award-Winning Princeton University Physicist Dr. Robert H. Austin, who has published 170 scientific papers and was elected a member of the U.S. National Academy of Sciences, lamented the current fears over global warming.

 

“Unfortunately, Climate Science has become Political Science…It is tragic that some perhaps well-meaning but politically motivated scientists who should know better have whipped up a global frenzy about a phenomena which is statistically questionable at best,” Austin told the minority staff on the Environment and Public Works Committee on March 2, 2009.  

‘Could turn the climate change world upside down’  

The rise in skeptical scientists are responding not only to an increase in dire “predictions” of climate change, but also a steady stream of peer-reviewed studies, analyses, real world data, and inconvenient developments have further cast doubts on the claims of man-made global warming fear activists. The latest peer-reviewed study in Geophysical Research Letters is being touted as a development that “could turn the climate change world upside down.” The study finds that the “Earth is undergoing natural climate shift.” The March 15, 2009 article in WISN.com details the research of Dr. Anastasios Tsonis of the University of Wisconsin-Milwaukee. “We realized a lot of changes in the past century from warmer to cooler and then back to warmer were all natural," Tsonis said. “I don't think we can say much about what the humans are doing,” he added.

 

Tsonis further added: “The temperature has flattened and is actually going down. Climate ‘primarily being driven by natural forcing mechanisms 

Climatologist and Paloeclimate researcher Dr. Diane Douglas, who has authored or edited over 200 technical reports, also declared natural factors are dominating climate, not CO2. “The recent ‘panic’ to control GHG (greenhouse gas) emissions and billions of dollars being dedicated for the task has me deeply concerned that US, and other countries are spending precious global funds to stop global warming, when it is primarily being driven by natural forcing mechanisms,” Douglas, who is releasing a major new paper she authored that will be presented at a UNESCO conference in Ghent, Belgium on March 20, 2009, told the minority staff on the Environment and Public Works Committee on March 10, 2009.  

Retired Award Winning NASA Atmospheric Scientist Dr. William W. Vaughan, recipient of the NASA Exceptional Service Medal, a former Division Chief of NASA’s Marshall Space Flight Center and author of more than 100 refereed journal articles, monographs, and papers, also now points to natural causes of recent climate changes. “The cause of these global changes is fundamentally due to the Sun and its effect on the Earth as it moves about in its orbit. Not from man-made activities,” Vaughan told the minority staff on the Environment and Public Works Committee on February 6, 2009.   

Geology Professor Uberto Crescenti of the University G.d'Annunzio in Italy, the past president of the Society of Italian Geologists also agrees that nature, not mankind is ruling the climate. “I think that climatic changes have natural causes according to geological data…I am very glad to sign the U.S. Senate’s report of scientists against the theory of man-made global warming,” Crescenti told the minority staff on the Environment and Public Works Committee on January 15, 2009.  

UN IPCC Scientist Dr. Steven M. Japar, a PhD atmospheric chemist who was part of Intergovernmental Panel on Climate Change’s (IPCC) Second (1995) and Third (2001) Assessment Reports, and has authored 83 peer-reviewed publications and in the areas of climate change, atmospheric chemistry, air pollutions and vehicle emissions, challenged the IPCC’s climate claims.

“Temperature measurements show that the [climate model-predicted mid-troposphere] hot zone is non-existent. This is more than sufficient to invalidate global climate models and projections made with them!” Japar told the minority staff on the Environment and Public Works Committee on January 7, 2009.  

Mathematical Physicist Dr. Frank Tipler, professor at Tulane University who has authored 58 peer-reviewed publications and five books, ridiculed man-made climate claims. “Whether the ice caps melt, or expand --- whatever happens --- the AGW (anthropogenic global warming) theorists claim it confirms their theory. A perfect example of a pseudo-science like astrology," Tipler wrote on December 22, 2008.

Botanist Dr. David Bellamy, a famed UK environmental campaigner, former lecturer at Durham University, and host of a popular UK TV series on wildlife, says the international promotion of man-made global warming fears are nearing their end. (Note: Bellamy was in the original 2007 U.S. Senate report.]  The ­science has, quite simply, gone awry. In fact, it’s not even science any more, it’s anti-science,” Bellamy, who used to believe in man-made warming, declared on November 5, 2008.  

‘Journalistic malpractice 

Chemist Dr. Mark L. Campbell, a professor of chemistry at the U.S. Naval Academy in Annapolis, MD, who has published numerous studies in the Journal of the American Chemical Society on topics such as methane, squarely blames the media for promoting unfounded climate fears. “The sky is not burning, and to claim that it is amounts to journalistic malpractice…the press only promotes the global warming alarmists and ignores or minimizes those of us who are skeptical,” Chapman wrote on January 13, 2009.

“Scientists across the globe are catching on -- global warming is not real science.  There is a sucker born every minute who believes in it, and Al Gore is playing the role of P.T. Barnum,” Chemist Max S. Strozier declared on December 22, 2009 in an email to the minority staff of the Environment and Public Works Committee. Strozier spent 26 years specializing in chemical laboratory analysis, served as a U.S. Department of Defense aerospace chemist and is a former lecturer at San Jose State University and the University of Texas.

Belief in climate models compared to “ancient astrology”… "I believe the anthropogenic (man-made) effect for climate change is still only one of the hypotheses to explain the variability of climate.” - Award-winning Japanese Physicist Dr. Kanya Kusano, program director of the Japan Agency for Marine-Earth Science and Technology who’s research “focuses on the immaturity of simulation work cited in support of the theory of anthropogenic climate change.” compared climate models to “ancient astrology.”

No matter what the weather, some model of global warming offers a watertight explanation.” - Earth Scientist Dr. Javier Cuadros of the UK Natural History Museum, who specializes in Clay Mineralogy and has published more than 30 scientific papers 

“It is amazing to me, as a professional geologist, how many otherwise intelligent people have, as some may say, ‘drunk the Al Gore Kool-Aid’ concerning global climate change.” - Professional Geologist Earl F. Titcomb Jr. has co-authored analyses of geological and seismological hazards.  

“Let’s be clear: the work of science has nothing whatever to do with consensus [which] is the business of politics.  . . . What is relevant is reproducible results.  The greatest scientists in history are great precisely because they broke with the consensus.’” - Atmospheric Scientist Timothy R. Minnich, who has more than 30 years experience in the design and management of a wide range of air quality investigations for industry and government, is a past member of the American Meteorological Society and specializes in issues like acid rain and ozone, and has authored or co-authored numerous technical publications and reports. 

“Based on the laws of physics, the effect on temperature of man’s contribution to atmospheric CO2 levels is minuscule and indiscernible from the natural variability caused in large part by changes in solar energy output.” - Atmospheric Scientist Robert L. Scotto, who has more than 30 years air quality consulting experience, served as a manager for an EPA Superfund contract and is co-founder of Minnich and Scotto, Inc., a full-service air quality consulting firm. I come to the floor today with breaking news in the man-made global warming debate: A new Gallup Poll has just been released yesterday reveals a "record-high 41% of Americans now say [global warming] is exaggerated!" This is the "highest level of public skepticism about mainstream reporting" in more than a decade, according to the March 11, 2009, Gallup survey. You should never underestimate the intelligence of the American people. Sadly, that is exactly what the promoters of man-made climate fears have been consistently doing, and the American people have consistently rejected climate alarm.

Skepticism persists despite an Oscar-winning An Inconvenient Truth. Skepticism persists despite a $300 million campaign by Gore to spread climate fears. Skepticism persists despite a daily drumbeat of scary scenarios promoted by the UN and the media of what could, might, or may happen a 20, 50, 100 or even 1000 years from now. In fact, global warming skepticism appears to have grown stronger as the shrillness of the climate fear campaign has intensified. The latest Gallup Poll, released March 11, 2009, further reveals the American public’s growing skepticism. Most telling, Americans ranked global warming dead last -- eight out of eight— out of a list of environmental issues.

The new Gallup survey found: "A record-high 41% now say it is exaggerated. This represents the highest level of public skepticism about mainstream reporting on global warming seen in more than a decade of Gallup polling on the subject. Not only does global warming rank last on the basis of the total percentage concerned either a great deal or a fair amount, but it is the only issue for which public concern dropped significantly in the past year."

Dr. John Brignell, a skeptical UK Emeritus Engineering Professor at the University of Southampton wrote in 2008: "The warmers are getting more and more like those traditional predictors of the end of the world who, when the event fails to happen on the due date, announce an error in their calculations and a new date."

NASA Warming Scientist Under Fire -- From Former Supervisor...'Jim Hansen should be fired' - March 11, 2009 – Business & Media Institute

Excerpt: In 2001, Hansen received a $250,000 Heinz Environment Award for his research on global warming, an award named for deceased Sen. John Heinz, R-Pa. His widow, Teresa Heinz Kerry is now married to Sen. John Kerry, D-Mass., who ran for president in 2004. Hansen later publicly endorsed Kerry for the presidency and according to Theon, that’s a problem for Hansen. "Yes, that is absolutely illegal," Theon said. "There is a law called the Hatch Act, which prevents any civil servant, including Jim Hansen from endorsing any political cause publicly and he certainly did that. That alone is grounds for firing, and if not imprisonment or fine." But Hansen has avoided retribution for violation of the Hatch Act, a law that restricts the political activity of executive branch employees of the federal government, because he is well-connected, according to Theon. "People have complained to me, the inspector general of NASA, and they say because of Hansen’s very powerful political connections, it has had no effect to date," he said. Theon explained that Hansen rose to prominence in the global warming debate when he was invited by former Vice President Al Gore to testify before Congress when Gore was a member of the U.S. Senate.

Washington, DC: Scientists at the UK Met office “launched a blistering attack on scientific colleagues and journalists who exaggerate the effects of global warming.” The Met office, “one of the most prestigious research facilities in the world” according to the February 11, 2009, article in the UK Guardian, is no hotbed of climate skeptics, as the organization accepts the UN IPCC view of man-made global warming. A U.S. climate expert has also declared that “the political consensus surrounding climate policy is collapsing,” and a U.S. Naval Academy chemist has accused the media of “journalistic malpractice” for hyping warming fears. Furthermore, NASA's James Hansen and RealClimate.org have also come under renewed criticism.  

 

The scientists at the UK Met Office lamented the “recent ‘apocalyptic predictions’ about Arctic ice melt,” according to the UK Guardian newspaper.

 

Dr. Vicky Pope, head of climate change advice at the Met Office, warned that “there is little evidence to support claims that Arctic ice has reached a tipping point and could disappear within a decade or so,” according to the UK Guardian.

 

"The record-breaking losses in the past couple of years could easily be due to natural fluctuations in the weather, with summer ice increasing again over the next few years," Pope explained.

 

Pope’s Arctic ice view echoes the 2008 U.S. Senate Minority Report on Arctic sea ice and polar bears. The January 20, 2008, report featured “the latest peer-reviewed science detailing the natural causes of recent Arctic ice changes.”

 

Climate researcher Dr. Peter Stott echoed Pope, warning that “dramatic predictions of accelerating temperature rise and sea ice decline, based on a few readings, could backfire when natural variability swings the other way and the trends seem to reverse,” the paper reported. "It just confuses people,” Stott added. Despite these attacks on the claims of their fellow scientists and the media, both Pope and Stott continue to believe that man-made global warming is real and should be addressed, in contrast to a growing number of scientists who now believe "the ­science has, quite simply, gone awry." 

 

Senator James Inhofe, the Ranking Member of the Environment and Public Works Committee forewarned of the same situation back in 2006. “Yes -- it appears that alarmism has led to skepticism,” then EPW chairman Inhofe said in a floor speech on September 25, 2006.  

 

‘Climate policy collapsing’  

This latest warning about global warming alarmism follows the declaration that “the political consensus surrounding climate policy is collapsing” by University of Colorado Professor Dr. Roger Pielke Jr. on February 7, 2009.

 

Pielke, Jr., accepts the UN IPCC view of global warming, bluntly called the current carbon trading based policy proposals to address man-made global warming “fictional and fantasy.”

 

“The political consensus surrounding climate policy is collapsing. If you are not aware of this fact you will be very soon,” Pielke, Jr., who is in the Center for Science and Technology Policy Research at University of Colorado, wrote.

 

According to Pielke, Jr., the collapse “is due to the fact that policy makers and their political advisors (some trained as scientists) can no longer avoid the reality that targets for (emission) stabilization such as 450 ppm (or even less realistic targets) are simply not achievable with the approach to climate change that has been at the focus of policy for over a decade. Policies that are obviously fictional and fantasy are frequently subject to a rapid collapse.”

 

Pielke criticized both the promoters of man-made climate fears and skeptics. “For climate science I fully expect things to get worse before they get better, simply because the most vocal, politically active climate scientists have shown no skill at operating in the political arena. The skeptics could not wish for a more convenient set of opponents,” he explained. “The climate scientists (and their willing allies) have taken their battle to the arenas of politics, waging a scorched earth campaign of bullying, name calling, threats, and obnoxiously absurd appeals to authority,” Pielke added.  ‘All economic pain for no climate gain’ 

Senator Inhofe addressed the growing public skepticism and the legislative proposals claiming to address global warming. “Americans simply are not buying the idea that Congress or the UN can somehow control the Earth's thermostat and they will not support costly emission control schemes…Congressional cap-and-trade bills, often touted as an ‘insurance policy’ against global warming, would instead be nothing more than all economic pain for no climate gain,” Inhofe said in January 2009. Many of the critics of climate alarmism blame former Vice President Al Gore, the United Nations, NASA’s James Hansen and much of the media for the relentless hyping of potential future doom. Earlier this year, a UK scientist ripped the UN IPCC as “a purely political body posing as a scientific institution.” Dr. John Brignell, a UK Emeritus Engineering Professor at the University of Southampton who held the Chair in Industrial Instrumentation at Southampton, accused the UN of “censorship” on July 23, 2008.  “Here was a purely political body posing as a scientific institution. Through the power of patronage it rapidly attracted acolytes. Peer review soon rapidly evolved from the old style refereeing to a much more sinister imposition of The Censorship. As Wegman demonstrated, new circles of like-minded propagandists formed, acting as judge and jury for each other. Above all, they acted in concert to keep out alien and hostile opinion. ‘Peer review’ developed into a mantra that was picked up by political activists who clearly had no idea of the procedures of science or its learned societies. It became an imprimatur of political acceptability, whose absence was equivalent to placement on the proscribed list,” Brignell wrote.

 

Obama's Energy Secretary Steven Chu issued a dire climate prediction earlier this month, warning of “no more agriculture in California” and adding, “I don't actually see how they can keep their cities going.” [Note: Senator Inhofe’s response to Chu: "Computer model predictions of the year 2100 are simply not evidence of a looming climate catastrophe."]

Campbell, a professor of chemistry at the U.S. Naval Academy in Annapolis, MD, who has published numerous studies in the Journal of the American Chemical Society on topics such as methane, railed against what he termed “journalistic malpractice” when it comes to the media’s global warming reporting. Campbell likened warming fears to “some imaginary boogeyman.”

“The sky is not burning, and to claim that it is amounts to journalistic malpractice,” Campbell wrote on January 13, 2009.  “The press only promotes the global warming alarmists and ignores or minimizes those of us who are skeptical. To many of us, there is no convincing evidence that carbon dioxide produced by humans has any influence on the Earth's climate,” Campbell added.

Other scientists are equally as blunt in their dissatisfaction with the media.  “It is a blatant lie put forth in the media that makes it seem there is only a fringe of scientists who don’t buy into anthropogenic global warming,” announced  U.S Government Atmospheric Scientist Stanley B. Goldenberg of the Hurricane Research Division of NOAA in 2008.

 

Other scientists credit Gore’s climate claims for helping to make them skeptics. “Gore prompted me to start delving into the science again and I quickly found myself solidly in the skeptic camp,” said Meteorologist Hajo Smit of Holland, who reversed his belief in man-made warming to become a skeptic. Smit is a former member of the Dutch UN IPCC committee.  

 

Climatologist Robert Durrenberger, past president of the American Association of State Climatologists, also credited Gore.

 

"Al Gore brought me back to the battle and prompted me to do renewed research in the field of climatology. And because of all the misinformation that Gore and his army have been spreading about climate change I have decided that ‘real' climatologists should try to help the public understand the nature of the problem,” Durrenberger said in 2007.

 

‘The ­science has, quite simply, gone awry’  

UK scientist David Bellamy, a botanist and environmental campaigner, reversed his view on man-made warming and converted to a skeptic. The ­science has, quite simply, gone awry. In fact, it’s not even science any more, it’s anti-science,” Bellamy wrote on November 5, 2008. “Many [scientists] are now searching for a way to back out quietly (from promoting warming fears), without having their professional careers ruined,” added atmospheric physicist James A. Peden, formerly of the Space Research and Coordination Center in Pittsburgh.

 

In December, a professor who focuses on sustainable development at the University of Amsterdam, lamented the increasingly dire climate “hype” and conceded she is “increasingly ill at ease about the debate” which has become “increasingly desperate.”

 

“I confess that I am increasingly uncomfortable with what is being called the travelling climate circus: this incessant and expensive series of conferences about the climate,” Professor Louise O. Fresco wrote on December 12, 2008, in Der Spiegel. “I am far from being a climate skeptic,” Fresco added. “But if I have to choose between alleviating hunger and poverty today and preventing CO2 emissions tomorrow, then I choose the former, in the firm conviction that only prosperity will lead to a change in mentality and the financing of energy-saving measures,” she explained. “The elements of hype and carelessness I have come across are increasing,” she wrote. “Attempts to present these issues as dramatically as possible come from the understandable frustration about the lack of success in the climate negotiations. The louder the calls for change, the less credible they become; and the slower the progress in the negotiations, the louder the calls. The climate problem is complex and tenacious and is not helped by an inaccurate presentation of the facts,” Fresco wrote.

 

Political figures are now openly challenging man-made climate claims. Northern Ireland Environmental Minister Sammy Wilson has rejected a global warming ad as “patent nonsense” and railed against what he termed the “insidious propaganda campaign.” The rejected ads were "giving people the impression that by turning off the standby light on their TV they could save the world from melting glaciers and being submerged in 40ft of water,” Wilson said according to a February 9, 2009 BBC article.

 

In addition, many politically left scientists and environmental activists are now questioning global warming fears.

 

 ‘Now I am one of the evil Deniers!’ 

Many in the media now increasingly appear to be recognizing that man-made global warming fears are not holding up scientifically.

Columnist Mike Thomas of the Orlando Sentinel surprised many this week with his announcement that he had converted from a “believer to being a global-warming agnostic.”  “Many distinguished scientists think the evidence blaming humans is either bogus, incomplete, or not overwhelming enough to think we are a significant part of a problem,” Thomas wrote on February 10, 2009. 

 

Following his declaration, Thomas found himself the center of controversy. "Now I am one of the evil 'Deniers!’” Thomas wrote of the attacks. “Many of those attacking the column accused me of everything from being a Bush stooge to pandering for web clicks to pandering for a job,” he added.

 

New York Times environmental reporter Andrew Revkin publicly chastised NASA warming scientist James Hansen for promoting sea level claims that are at the upper boundary of what is “even physically possible.”  “[Hansen’s] views are clearly at the upper boundary of what many glaciologists and oceanographers together see as realistic, or even physically possible, in a warming world,” Revkin wrote on January 5, 2009.

 

Revkin also noted that Hansen was a “passionate climate campaigner.”

 

Retired senior NASA atmospheric scientist Dr. John S. Theon, one of the former supervisors of Hansen, has now publicly declared himself a skeptic and declared that Hansen “embarrassed NASA” with his alarming climate claims and said Hansen was “was never muzzled.”  Theon joined the rapidly growing ranks of international scientists abandoning the promotion of anthropogenic global warming fears. ‘Science Group Erred Giving Hansen Top Honor’  

Another blow to Hansen was a report by the Washington Post Weather Gang boldly stating on January 29, 2009 that the American Meteorological Society “(AMS) Science Group Erred Giving Hansen Top Honor.” “A key issue is whether it is appropriate for prominent scientists to serve dual roles as researchers and advocates for political change, or if must there be a clear separation between the two,” wrote environmental journalist Andrew Freeman. “Such advocacy, which is Hansen's right as a citizen, threatens to paint the AMS as having a political agenda too,” Weaver added.

 

Another harsh rebuke came from renowned Hurricane expert and atmospheric scientist Dr. William Gray who publicly rebuked the AMS because the group gave its top award to Hansen. Gray is an emeritus Professor from Colorado State University. [Correction note: Gray did not cancel his AMS membership as orginally reported.]

 

  In a February 7, 2009 essay titled “On The Hijacking of the American Meteorological Society”, Gray wrote: “I am appalled at the selection of James Hansen as this year’s recipient of the AMS’s highest award - the Rossby Research Medal.  James Hansen has not been trained as a meteorologist.  His formal education has been in astronomy.  His long records of faulty global climate predictions and alarmist public pronouncements have become increasingly hollow and at odds with reality.  Hansen has exploited the general public’s lack of knowledge of how the globe’s climate system functions for his own benefit.  His global warming predictions, going back to 1988 are not being verified.  Why have we allowed him go on for all these years with his faulty and alarmist prognostications?  And why would the AMS give him its highest award?” [ Also See: MIT Climate Scientist Exposes ‘Corrupted Science’ in Devastating Critique – November 29, 2008 ]

 

 Retired meteorologist Craig James, an AMS member, wrote a scathing commentary about Hansen. "I believe Dr. Hansen's political ideology has taken over his science and renders him no longer qualified to be the keeper of the global temperature data," James wrote on January 15, 2009.

 

 

Hansen called an 'apocalyptic prophet'

 

In June of 2008, Dr. Nicholas Drapela of the faculty of Oregon State University Chemistry Department expressed his outrage at Hansen and referred to him as “an apocalyptic prophet.”

“My dear colleague Professor Hansen, I believe, has finally gone off the deep end. When you have dedicated the bulk of your career to a cause, and it turns out the cause has been proven false, most people cannot bring themselves to admit the truth,” Drapela wrote on April 21, 2008. Drapela wrote that Hansen’s recent claims “contain neither reason nor truth when compared to the volumes of daily literature being published in scientific journals today on climate change. It is not difficult to refute the words of Professor Hansen. On the contrary, one feels it is almost unfair.” “The global warming ‘time bomb’, the ‘present, dangerous situation’, ‘the perfect storm’, ‘global cataclysm’, ‘disastrous climate changes that spiral dynamically out of humanity's control.’ These are the words of an apocalyptic prophet, not a rational scientist,” Drapela added. RealClimate.org Under Scrutiny  

Another sign of a changing climate can be found relating to the global warming promoting blog RealCliamte.org. The website, which much of the mainstream media has relied on for climate science developments, has come under increasing criticism and scrutiny from scientists. Lead blogger and NASA scientist Gavin Schmidt was recently harshly criticized for some of his scientific claims. Atmospheric scientist Dr. Hendrik Tennekes, a prominent scientist from the Netherlands, wrote a scathing denunciation of Schmidt in which he said he was “appalled” by Schmidt’s “lack of knowledge” and added, “Back to graduate school, Gavin!” 

 

“Roger Pielke, Sr. has graciously invited me to add my perspective to his discussion with Gavin Schmidt at RealClimate. If this were not such a serious matter, I would have been amused by Gavin’s lack of knowledge of the differences between weather models and climate models. As it stands, I am appalled. Back to graduate school, Gavin!” Tennekes wrote on January 29, 2009. Tennekes, is an scientific pioneer in the development of numerical weather prediction and former director of research at The Netherlands' Royal National Meteorological Institute, and an internationally recognized expert in atmospheric boundary layer processes. “Gavin Schmidt is not the only meteorologist with an inadequate grasp of the role of the oceans in the climate system. In my weblog of June 24, 2008, I addressed the limited perception that at least one other climate modeler appears to have,” Tennekes wrote. “From my perspective it is not a little bit alarming that the current generation of climate models cannot simulate such fundamental phenomena as the Pacific Decadal Oscillation. I will not trust any climate model until and unless it can accurately represent the PDO and other slow features of the world ocean circulation. Even then, I would remain skeptical about the potential predictive skill of such a model many tens of years into the future,” Tennekes added.

 

Meteorologist Joe D’Aleo also launched a sharply worded critique of RealClimate.org in January 2009 titled “Response to Gavin Schmidt – Global Data Base Issues Are Real.”

“To Gavin [Schmidt] and the other alarmists, it appears, a piece that is fair and balanced can make no mention of any other opinion except that carbon dioxide is causing global warming and action is needed now and will deliver gain and no pain, something the one sided media coverage has gotten them used to over the years,” D’Aleo wrote on January 13, 2009. D’Aleo served as the first Director of Meteorology at The Weather Channel and served as chairman of the American Meteorological Society's Committee on Weather Analysis and Forecasting.

 

Atmospheric Physicist James A. Peden, formerly of the Space Research and Coordination Center in Pittsburgh, also critiqued RealClimate.org on June 24, 2008. Peden wrote, “‘Real Climate’ is a staged and contracted production, which wasn't created by ‘scientists,’ it was actually created by Environmental Media Services, a company which specializes in spreading environmental junk science on behalf of numerous clients who stand to financially benefit from scare tactics through environmental fear mongering.” 

 

 Israeli Astrophysicist Nir Shaviv has also been critical. “The aim of RealClimate.org is not to engage a sincere scientific debate. Their aim is to post a reply full of a straw man so their supporters can claim that your point ‘has been refuted by real scientists at RealClimate.org,’” Shaviv’s website reported. Shaviv, who calls the website “Wishfulclimate.org,” noted that the “writers (at RealClimaet.org) try again and again to concoct what appears to be deep critiques against skeptic arguments, but end up doing a very shallow job. All in the name of saving the world. Today, U.S. Senator Jim Inhofe (R-Okla.) joined other Republican Senators in a Press Conference to present over 68,000 petitions from Americans urging Congress not to pass the stimulus that will drastically increase federal debt and spending.

"We know what stimulus is and this is not stimulus," Senator Inhofe said.  "This bill is 93% spending and only 7% stimulation. We can do better than this."

The text of the petition stated:  "Congress should not enact an expensive spending bill under the pretense of stimulus or recovery. We cannot spend our way to prosperity, and such an expansion of the federal government will put a crushing burden on taxpayers in the long-term."

On behalf of the members of Americans for Prosperity, I am writing to urge you to vote against the so-called American Recovery and Reinvestment Act. Congress should not enact an expensive spending bill under the pretense of stimulus or recovery. No matter which amendments pass, the fundamental approach of dramatically increasing federal debt and spending is a mistake. We therefore urge you to vote NO and will rate a vote against the so-called stimulus as a Key Vote for Prosperity in our Congressional ratings.

As I write this letter, more than 42,000 Americans have signed a petition on our web site, NoStimulus.com, and thousands more will likely sign it before you read this letter. They represent a growing majority of the American public who agree with the petition text:

"Congress should not enact an expensive spending bill under the pretense of stimulus or recovery. We cannot spend our way to prosperity, and such an expansion of the federal government will put a crushing burden on taxpayers in the long-term."

Central planning and bigger government cannot solve our problems. Excessive borrowing to fund consumption was a major cause of our current economic crisis. The first rule of holes is to stop digging, and more than $1 trillion of additional borrow-and-spend big government will only throw more good money after bad. Instead of trying to pick winners and losers from Washington, Congress should cut spending, strip down burdensome regulations and allow individuals and free enterprise to flourish.

We therefore urge you to vote no on the stimulus, regardless of which amendments pass and regardless of any individual provisions that may look attractive.

Washington DC: NASA warming scientist James Hansen, one of former Vice President Al Gore’s closest allies in the promotion of man-made global warming fears, is being publicly rebuked by his former supervisor at NASA.

I appreciate the opportunity to add my name to those who disagree that global warming is man-made,” Theon wrote to the Minority Office at the Environment and Public Works Committee on January 15, 2009. “I was, in effect, Hansen's supervisor because I had to justify his funding, allocate his resources, and evaluate his results. I did not have the authority to give him his annual performance evaluation,Theon, the former Chief of the Climate Processes Research Program at NASA Headquarters and former Chief of the Atmospheric Dynamics & Radiation Branch explained. “Hansen was never muzzled even though he violated NASA's official agency position on climate forecasting (i.e., we did not know enough to forecast climate change or mankind's effect on it). Theon declared “climate models are useless.” “My own belief concerning anthropogenic climate change is that the models do not realistically simulate the climate system because there are many very important sub-grid scale processes that the models either replicate poorly or completely omit,” Theon explained. “Furthermore, some scientists have manipulated the observed data to justify their model results. In doing so, they neither explain what they have modified in the observations, nor explain how they did it. They have resisted making their work transparent so that it can be replicated independently by other scientists. This is clearly contrary to how science should be done. Thus there is no rational justification for using climate model forecasts to determine public policy,” he added.

 

“As Chief of several of NASA Headquarters’ programs (1982-94), an SES position, I was responsible for all weather and climate research in the entire agency, including the  research work by James Hansen, Roy Spencer, Joanne Simpson, and several hundred other scientists at NASA field centers, in academia, and in the private sector who worked on climate research,” Theon wrote of his career. “This required a thorough understanding of the state of the science. I have kept up with climate science since retiring by reading books and journal articles,” Theon added. (LINK) Theon also co-authored the book Advances in Remote Sensing Retrieval Methods.

 

Theon was elected a fellow of the American Meteorological Society, given the NASA Exceptional Performance Award twice, elected an Associate Fellow of the American Institute for Aeronautics and Astronautics, and awarded the AIAA's Losey Medal for contributions to airborne remote sensing. He was also awarded the Radio Wave Award by the Minister of Posts and Telecommunications of Japan for contributions to the Tropical Rainfall Measuring Mission -- a joint NASA-Japanese Space Agency satellite. Theon has authored or coauthored more than 50 NASA Reports, journal articles, monographs, chapters in books, and edited two books in the scientific literature.   

 

Hansen 'is a political activist who spreads fear'

 

Award-winning NASA Astronaut and Physicist Walter Cunningham of NASA’s Apollo 7 also recently chastised Hansen. “Hansen is a political activist who spreads fear even when NASA’s own data contradict him,” Cunningham wrote in an essay in the July/August 2008 issue of Launch Magazine. “NASA should be at the forefront in the collection of scientific evidence and debunking the current hysteria over human-caused, or Anthropogenic Global Warming (AGW). Unfortunately, it is becoming just another agency caught up in the politics of global warming, or worse, politicized science,” Cunningham wrote.

 Gore faces a much different scientific climate in 2009 than the one he faced in 2006 when his film An Inconvenient Truth was released. According to satellite data, the Earth has cooled since Gore’s film was released,  Antarctic sea ice extent has grown to record levels, sea level rise has slowed, ocean temperatures have failed to warm, and more and more scientists have publicly declared their dissent from man-made climate fears as peer-reviewed studies continue to man-made counter warming fears. “Vice President Gore's and the other promoters of man-made climate fears' endless claims that the 'debate is over' appear to be ignoring scientific reality,” Senator James Inhofe, Ranking Member of the Environment & Public Works Committee.

A U.S. Senate Minority Report released in December 2008 details over 650 international scientists who are dissenting from man-made global warming fears promoted by the UN. Many of the scientists profiled are former UN IPCC scientists and former believers in man-made climate change that have reversed their views in recent years. The report continues to grow almost daily. We have just received a request from an Italian scientist, and a Czech scientist to join the 650 dissenting scientists report. A chemist from the U.S. Naval Academy is about to be added, and more Japanese scientists are dissenting. Finally, many more meteorologists will be added and another former UN IPCC scientist is about to be included. These scientists are openly rebelling against the climate orthodoxy promoted by Gore and the UN IPCC.

The prestigious International Geological Congress, dubbed the geologists' equivalent of the Olympic Games, was held in Norway in August 2008 and prominently featured the voices of scientists skeptical of man-made global warming fears. Reports from the conference found that Skeptical scientists overwhelmed the meeting, with  '2/3 of presenters and question-askers hostile to, even dismissive of, the UN IPCC' ( See full reports here & here ]  In addition, a 2008 canvass of more than 51,000 Canadian scientists revealed 68% disagree that global warming science is “settled.”   A November 25, 2008, article in Politico noted that a “growing accumulation” of science is challenging warming fears, and added that the “science behind global warming may still be too shaky to warrant cap-and-trade legislation.”  More evidence that the global warming fear machine is breaking down. Russian scientists “rejected the very idea that carbon dioxide may be responsible for global warming”. An American Physical Society editor conceded that a “considerable presence” of scientific skeptics exists.  An International team of scientists countered the UN IPCC, declaring: “Nature, Not Human Activity, Rules the Climate”.  India Issued a report challenging global warming fears.  International Scientists demanded the UN IPCC “be called to account and cease its deceptive practices.”  

The scientists and peer-reviewed studies countering climate claims are the key reason that the U.S. public has grown ever more skeptical of man-made climate doom predictions.  The chorus of skeptical scientific voices grow louder in 2008 as a steady stream of peer-reviewed studies, analyses, real world data and inconvenient developments challenged the UN’s and former Vice President Al Gore's claims that the "science is settled" and there is a "consensus."

On a range of issues, 2008 proved to be challenging for the promoters of man-made climate fears.  Promoters of anthropogenic warming fears endured the following: Global temperatures failing to warm; Peer-reviewed studies predicting a continued lack of warminga failed attempt to revive the discredited “Hockey Stick”; inconvenient developments and studies regarding rising CO2; the Spotless Sun; Clouds; Antarctica; the Arctic; Greenland’s ice; Mount Kilimanjaro; Global sea ice; Causes of Hurricanes; Extreme Storms; Extinctions; Floods; Droughts; Ocean Acidification; Polar Bears; Extreme weather deaths; Frogs; lack of atmospheric dust; Malaria; the failure of oceans to warm and rise as predicted.

Marc, First, I sent several e-mails to you with an error in the address and they have been returned to me. So I'm resending them in one combined e-mail. 

Yes, one could say that I was, in effect, Hansen’s supervisor because I had to justify his funding, allocate his resources, and evaluate his results. I did not have the authority to give him his annual performance evaluation. He was never muzzled even though he violated NASA’s official agency position on climate forecasting (i.e., we did not know enough to forecast climate change or mankind's effect on it). He thus embarrassed NASA by coming out with his claims of global warming in 1988 in his testimony before Congress. 

My own belief concerning anthropogenic climate change is that the models do not realistically simulate the climate system because there are many very important sub-grid scale processes that the models either replicate poorly or completely omit. Furthermore, some scientists have manipulated the observed data to justify their model results. In doing so, they neither explain what they have modified in the observations, nor explain how they did it. They have resisted making their work transparent so that it can be replicated independently by other scientists. This is clearly contrary to how science should be done. Thus there is no rational justification for using climate model forecasts to determine public policy.

As Chief of several NASA Hq. This required a thorough understanding of the state of the science. I have kept up with climate  science since retiring by reading books and journal articles. I hope that this is helpful.

Gore’s frequent comparison of global warming skeptics to people who "believe the moon landing was actually staged in a movie lot in Arizona" was delivered a major blow when Moonwalker and Award-Winning

 

NASA Astronaut/Geologist Jack Schmitt who flew on the Apollo 17 mission declared he was a skeptic. "The ‘global warming scare’ is being used as a political tool to increase government control over American lives, incomes and decision making. Award-Winning NASA Astronaut/Geologist and Moonwalker Jack Schmitt, formerly of the Norwegian Geological Survey and the U.S. Geological Survey, who flew on the Apollo 17 mission, has received numerous awards in his career including the Space Center Superior Achievement Award and the NASA Distinguished Service Medal. Schmitt, a member of the Geological Society of America, American Geophysical Union, and the American Association for the Advancement of Science, rejected man-made climate change concerns in 2008. "The ‘global warming scare’ is being used as a political tool to increase government control over American lives, incomes and decision making.
