EPW POLICY BEAT: DOWN ON THE FARM

In March, the House Agriculture Committee sent a lengthy questionnaire on various aspects of climate change policy to members of the agricultural community. The committee cast a wide net, having sent questions to “a diverse group, including commodity, conservation, forestry, research, energy, business, and nonprofit interests.” The questions covered everything from allowance allocation, offsets, commodities trading, and regional economic impacts. That last topic piqued our curiosity, as it is incontestably clear that cap-and-trade harms consumers in the Midwest, Southeast, and Great Plains—regions that are heavily rural and coal-dependent—much more so than denizens of the East and West coasts. In reading through the answers, one finds serious concerns from farmers about what cap-and-trade would mean for rural communities. The following response from the American Farm Bureau Federation on this topic illustrates why members representing rural districts are leery of, if not outright opposed to, cap-and-trade: it will raise prices for farm implements, fertilizer, fuels, and food—all of which could stifle agricultural production, destroying jobs and devastating rural communities.

It’s a common (green) refrain: pass cap-and-trade legislation to reduce greenhouse gas emissions by 80 percent and the ineluctable result is a growing economy, greater prosperity, and green jobs galore. “If the American Clean Energy and Security Act were enacted tomorrow,” Frances Beinecke, president of NRDC, said, “millions of clean energy jobs would be created, starting right away.” Worried about the drought in capital investment? How about corporate profits? Beinecke says pass cap-and-trade. “[Waxman-Markey] will unlock large-scale private sector capital investments starting today, saving companies money in the short and long term and boosting the recovery.” Want to encourage technology innovation? Strengthen energy security? Restore the balance of trade? End world hunger? Enact cap-and-trade, the green unified field theory: “Properly designed legislation,” declared Beineke, “will encourage innovation, enhance America’s energy security, foster economic growth, improve our balance of trade, and provide critically needed U.S. leadership on this vital global challenge.”

Barrasso Renews Calls for Hearings

During today’s EPW hearing on Scientific Integrity and Transparency, Senator Inhofe said that transparency and openness are “not winning the day” at EPA, and that he was "troubled to read about the secretive process behind the administration's recent proposal for new fuel economy standards (GOP senators grill Jackson on closed-door negotiations).” Senator Barrasso (R-WY) also asked EPA Administrator Lisa Jackson about “the shadow cabinet position of Energy and Climate Czar” and specifically asked about a recent New York Times piece highlighting secret meetings involving Carol Browner, Mary Nichols and the lack of accountability by the EPA.
Senator Barrasso said such secrecy was unacceptable and once again called on the Majority to conduct hearings to investigate the role of the White House Energy and Climate Czar. Barrasso added, “This has been a long standing verbal request of mine that has not yet been granted by the Majority. We need officials in government that are accountable. As the Washington Post editorial “Buried Code” noted on Sunday, Congress should read the Waxman-Markey global warming bill, which “contains regulations on everything from light bulb standards to the specs on hot tubs, and it will reshape America's economy in dozens of ways that many don't realize.” EPW Policy Beat is wading through the 900-plus page bill, and finding some interesting provisions. One of the more ironical provisions concerns merchant coal generators. More specifically, it’s aimed at the potential for merchants in a cap-and-trade scheme to reap windfall profits. Under the bill’s allocation distribution, merchants receive about 5 percent of allowances. That such allowances were freely given was considered to be a legislative “win” for the sector. Yet, as stated on page 582, that “win” quickly turns into a loss. The relevant section reads as follows:

THE RUNNING joke in Washington is that nobody has read the 900-plus-page energy bill sponsored by Reps. Henry A. Waxman (D-Calif.) and Edward J. Markey (D-Mass.), which the House will consider in coming weeks. What you hear from its backers is that its cap-and-trade provisions would create a market-based program to reduce greenhouse gas emissions -- which should mean that a simple, systemwide incentive encourages polluters to make the easiest reductions in greenhouse gases first, keeping the costs of fighting global warming to a minimum. In fact, the bill also contains regulations on everything from light bulb standards to the specs on hot tubs, and it will reshape America's economy in dozens of ways that many don't realize.

WAXMAN MARKEY MEASURE PORTENDS DEVESTATING RESULTS

On a recent stop in Illinois to explain the Department of Agriculture’s role in rural America, Agriculture Secretary Tom Vilsack told a group of 200 that when it comes to a cap-and-trade program “we ought not to be fearful of this future. We ought to embrace it.”

Perhaps Secretary Vilsack is reading a different piece of legislation than the Waxman-Markey climate change and national energy bill (H.R. 2454) that passed in the House Energy and Commerce Committee on May 22. Because even with slight modifications to the bill during the Energy and Commerce Committee’s markup, it still presents a grim future that will have a devastating economic impact on those living and working throughout rural America.

The cap-and-trade part of this bill will essentially create a national energy tax, and it will do more harm to production agriculture, American industry, and our standard of living than it will do any good for the environment. A national energy tax will impact all of us. If you like being warm in the winter, you are going to be affected. If you like being cool in the summer, you are going to be affected. If you own a farm, if you like to eat, if you run a small business or work in one, you are going to be affected. If you want to go anywhere, this bill will affect you.

From higher energy costs to lost jobs to higher food prices, cap-and-trade promises to cap our incomes, our livelihoods, and our standard of living, while it trades away American jobs and opportunities. For this reason, as this bill stands now, I cannot embrace it.

I am not alone. So far, 34 agriculture groups including the American Farm Bureau Federation, American Farmers and Ranchers, National Corn Growers Association, National Chicken Council, and National Turkey Federation have sent letters to members of Congress encouraging them to oppose the Waxman-Markey bill. Meanwhile, no large farm groups have endorsed it.

These groups realize that agriculture is a prime target for a national energy tax because it is an energy-intensive industry. Whether it’s the fuel in the tractor, the fertilizer for the crops or the delivery of food to the grocery store, agriculture uses a great deal of energy throughout production. On average, 65 percent of farmers’ variable input costs are fuel, electricity, fertilizer, and chemicals. Even a small increase in the operating costs for our producers will hurt American agriculture.

Estimates vary, but experts predict that under this national energy tax, energy prices will increase anywhere between 15 percent and 125 percent. Additionally, as these higher energy prices ripple throughout the economy, producers will pay more for seed, equipment, machinery, steel and other supplies needed for their agriculture operations.  Ultimately, higher costs will be passed onto consumers with higher food prices. People will pay more for food, or be forced to buy less to meet household budgets.

Although agriculture will be significantly impacted by this legislation, this bill largely ignores our farmers and ranchers. The bill is more than 1,100 pages long and mentions “agriculture” only seven times. Even then, it does not specifically recognize the role agriculture can play in providing carbon offsets, and it does not provide a meaningful way for farmers to participate in carbon credit programs.

People living in rural communities will be hit the hardest because they have different lifestyles and challenges than those living in urban communities. They must travel farther for routine errands — 25 percent more miles than urban households, according to the most recent Federal Highway data. And, rural households spend 58 percent more on fuel than urban residents as a percentage of their income.

Power providers in rural America face a unique challenge of providing affordable electricity to larger, less densely populated areas. Rural electric cooperatives serve 40 million Americans averaging around seven consumers per mile, while other utilities average 35 customers per mile.

Although the Waxman-Markey bill passed out of the Energy and Commerce Committee, eight other committees, including Agriculture, must consider the bill before it makes it to the House floor. This is one of the most significant pieces of legislation that this Congress will consider. It will have a monumental impact on our economy. We must take time to fully understand this impact because it will be far-reaching and felt for generations to come. 

Finally, we must not forget that our farmers and ranchers are the original stewards of the earth, and they already find new and innovative ways to reduce energy usage, reduce emissions and sequester carbon. A real solution to climate change should not involve damaging an industry that consistently provides America and the world with an abundant and affordable food and fiber supply.

Republicans on the Senate Environment and Public Works Committee joined together this week to send a letter calling on Senator Boxer, Chairman of the EPW Committee, to conduct a thorough review of any global warming legislation that moves through the Senate, so as not to "deprive the American people and their elected representatives a public, transparent, and thorough review."

On Thursday, May 21, 2009, the House Energy and Commerce Committee voted H.R. 2454, "America's Clean Energy and Security Act of 2009," out of Committee by a vote of 33-25. The legislation poses sweeping changes to our nation's energy and environmental laws, and involves complex issues of state equities, federalism, and consumer choice, among others. The magnitude of this legislation was reflected by the lengthy Committee process, including nine hearings this year alone, eight of which were focused exclusively on legislative design and policy. The legislation was also subject to nearly 40 hours of debate during a four day markup the week of May 18th.

Inhofe’s Road to Clean, Affordable Energy

U.S. Senator James Inhofe (R-OK), has been among the most effective opposition voices against cap and trade global warming legislation in recent years and his rebuttal to Al Gore's global warming assertions are spot on. Yet, the Senator from Oklahoma is an advocate for a clean environment. It just so happens that he recognizes that nuclear energy is the best way to provide American's with affordable, emissions-free electricity.

WASHINGTON - Oklahoma could lose up to $80 million in highway money later this summer because of an anticipated shortfall in the federal Highway Trust Fund, Sen. Jim Inhofe said Tuesday.

The loss, which could range from $50 million to $80 million, would mean the state Transportation Department would have to cancel or delay projects that have been in the pipeline for years.

The Highway Trust Fund, which gets money from the federal gas tax, has been hit hard by a reduction in the amount of gas purchased by American motorists.

Congress had to pump $8 billion into the fund last fall to keep it solvent.
