Military personnel can retain their residences or domiciles for purposes of state and local taxation and voter registration when they leave a state if that move, and any subsequent moves, are made in compliance with military orders. Under the Military Spouses Residency Relief Act, spouses of service members can retain their states of residency if they move and reside with the service member; they cannot use the service members’ states of residency for taxation or voting purposes unless they can independently establish entitlement according to state laws. H.R. 3094 would create the Gulf States Red Snapper Management Authority (GSRSMA) and would transfer the management of red snapper fish in parts of the Gulf of Mexico from the Gulf of Mexico Fishery Management Council (Council) to the GSRSMA. Under the bill, the GSRSMA would set planning standards for coastal states along the Gulf of Mexico to use when creating their own plans for managing red snapper. The GSRSMA would be required to review, approve, and enforce those plans. The states’ plans and any relevant supporting data would have to be available to the public.

Under current law, the Securities and Exchange Commission (SEC) prohibits the sale or delivery of securities that have not been registered with the SEC. Certain transactions are exempt from this prohibition. H.R. 4850 would expand the exemption to include the sale of securities that meet certain criteria regarding the number of purchasers and aggregate offering amount sold by the issuer in a 12-month period. The bill also would exempt such transactions from state regulation of securities offerings.

Under H.R. 1157, the Santa Ynez Band of Chumash Mission Indians (Chumash Tribe), could request that the Department of the Interior (DOI) take into trust approximately 1,400 acres of land the tribe owns in Santa Barbra County, California. DOI would hold the title to that land for the benefit of the tribe if requested. The bill would prohibit certain types of gaming on those lands. CBO estimates that implementing the bill would have no significant budgetary effects related to holding the land in trust.

Under H.R. 4167, new telephone systems that have multiple lines would be required to allow callers to access 9-1-1 services directly, without needing to dial any other numbers or codes. This requirement would apply to entities that manufacture, sell, lease, or install multi-line telephone systems, beginning two years after the date of enactment. However, phones installed before that effective date would not have to be changed if the upgrade would require improving the system’s hardware or software.

S. 1879 would modify the Secretary of the Interior’s authority to take certain land into trust on behalf of Indian tribes under the Indian Reorganization Act. Under current law, as established by the Supreme Court’s decision in Carcieri v. Salazar (2009), the Secretary’s authority to take land into trust is limited to tribes that were federally recognized prior to the enactment of that act in 1934. S. 1879 would amend that act to allow the Secretary to take land into trust for all federally recognized Indian tribes.
