Earlier this week, I made remarks in the Congressional Record celebrating the 25th anniversary of Hispanas Organized for Political Equality (HOPE), a Los Angeles organization dedicated to promoting #LatinaLeadership and hastening political and economic equality for Latinas. A member of my district staff presented a copy of this tribute to HOPE's Executive Director and CEO, Helen Iris Torres, at the organization's anniversary dinner last night. You can read my remarks below. #25yearsofHOPE

314,000 new private sector jobs were added last month! That makes November the 57th straight month of private sector job growth, continuing the longest streak in our nation's history. The unemployment rate held at 5.8%, its lowest mark since July 2008. There's still more to do -- and that's why I will continue to fight for job-creating legislation that will build on the job growth we've already seen -- but this jobs report is very good news, and a testament to President Obama's success in pulling our country out of the economic tailspin he inherited.

Beware of phone calls and emails from scam artists claiming to represent the Internal Revenue Service: http://www.irs.gov/uac/Tax-Scams-Consumer-Alerts. They may send you bogus IRS e-mails, or may call you using caller IDs that appear as IRS telephone numbers – and then call again claiming to represent the police or the Department of Motor Vehicles (with their caller ID again supporting their claim). Scammers may threaten those who refuse to pay with arrest, deportation, or loss of a business or driver’s license. They may tell victims they owe taxes and must pay using a pre-paid debit card or wire transfer. They may use common names and fake IRS badge numbers. They may even provide you with the last four digits of your Social Security Number in order to appear more convincing. The Treasury Department’s Inspector General for Taxpayer Administration cautions that if someone calls claiming to be from the IRS and uses threatening language if you refuse to pay immediately, that signals that it really isn’t the IRS calling. In fact, if a person has unpaid taxes, the IRS’s first contact to them will usually be made by mail, not by phone. Furthermore, the IRS will not ask for payment using a pre-paid debit card or wire transfer, will not ask for a credit card number over the phone, and will never request personal or financial information by e-mail, by text message, or through social media. Please know you can always report IRS scams to the Treasury Department by visiting http://www.treasury.gov/tigta/contact_report_scam.shtml or by calling 800-366-4484. You can also forward scam e-mails to phishing@irs.gov.

I'm very sad to hear of the passing of former Congressman Herman Badillo, who served as a strong and effective advocate for Latino priorities during his seven years in the House. In 1976, he joined my father, Congressman Edward Roybal, in co-founding the Congressional Hispanic Caucus -- an institution that has channeled and amplified the message of the Latino community for nearly forty years. Today, I join my colleagues in celebrating Congressman Badillo's service and mourning his loss. In this 1971 photo, my father (center) and Rep. Badillo (right) speak with Sen. Joseph Montoya.
