Health Care

It is critical that people across Central New York have access to high-quality, affordable health care.
 
I support reforms to make health care coverage affordable for the many people in Central New York who previously did not have access to such care. The Affordable Care Act was signed into law on March 23, 2010 and upheld by the Supreme Court on June 28, 2012.  The Affordable Care Act enacted many important changes to our nation's health care system, including closing the Medicare Part D donut hole, allowing children to stay on their parents' plans until age 26, ending discrimination based on pre-existing conditions, and requiring insurance companies to provide preventive care without copays. 
 
The Affordable Care Act, however, is not a perfect piece of legislation.  I am working with my colleagues on both sides of the aisle to address legitimate concerns raised by businesses and individuals across Central New York to provide real fixes to parts of this bill.  The Medical Device Tax included in the Affordable Care Act puts tens of thousands of American jobs at risk, including jobs in Central New York. That is why I introduced H.R. 1295, the Medical Device Tax Elimination Act, which repeals the medical device excise tax. 
 
The Affordable Care Act included a requirement that Members of Congress purchase their health insurance in the health insurance exchanges created by the law.  I support that provision and voted in favor of legislation that ended the taxpayer subsidy for Members of Congress’s health insurance. I am enrolled in the New York health care exchange and I am paying for the full cost of my health care out of pocket and am not receiving any taxpayer subsidies or payment assistance for my health care.
 
In 2013, President Obama delayed the insurance mandate for businesses for one year in order to give them more time to comply with the Affordable Care Act’s new regulations.  I supported the President’s decision to delay the business mandate, and I voted to delay the individual mandate because I believe hardworking, middle class families in Central New York should receive the same extension from the penalties as businesses.
 
I support the Affordable Care Act’s important reforms to lower costs and increase access and I have consistently voted against a full repeal of the law.  The law is not perfect, but I know we can work together to improve the Affordable Care Act for everyone.
