Guthrie to introduce REBUILD Act

Rep. Brett Guthrie, R-Bowling Green, is set to introduce a bill in the House of Representatives today that he said will help increase production and increase competitiveness for American manufacturers.

The REBUILD Act of 2013 is a multi-faceted approach, with elements including investing in training programs that will match up with skills needed by industry, expediting the process for comprehensive tax reform, expanding offshore oil and gas production and limiting action from the Environmental Protection Agency that would negatively impact the economy.

"It tells the story of American manufacturing," Guthrie said.

REBUILD stands for the Reducing Employer Burdens, Unleashing Innovation, and Labor Development Act.

It would also repeal the Affordable Care Act, also known as Obamacare, Guthrie said.

"Every business I go to tells me that they have to make decisions based on the health care law," he said.

U.S. Rep. Brett Guthrie, R-Bowling Green, introduced a bill in the House of Representatives on Monday that he said will help increase production and competitiveness for American manufacturers.

“These are reforms that I think we need,” Guthrie said.

The REBUILD Act of 2013 is a multifaceted approach, with elements that include investing in training programs that will match skills needed by industry, expediting the process for comprehensive tax reform, expanding offshore oil and gas production and limiting action from the Environmental Protection Agency that would negatively affect the economy. It includes 10 titles, or sections, with separate proposals.

“It tells the story of American manufacturing,” Guthrie said.

Guthrie’s father worked for Ford when he was a child, but in 1982 he lost his job. When that happened, though, his father had the experience and training to be able to start his own business, Guthrie said.

“I’ve seen manufacturing create wealth for hardworking people, and I’ve seen people lose jobs,” he said.

Guthrie proposes REBUILD Act

U.S. Rep. Brett Guthrie said America’s time to rebuild its status as a global innovator in manufacturing has come, proposing legislation he said that will fuel those job creators who are the “backbone of our economy.”

The congressman from Bowling Green introduced the Reducing Employer Burdens, Unleashing Innovation and Labor Development (REBUILD) Act on Monday.

At its essence, the bill is a list of 10 key priorities Guthrie believes will stimulate manufacturing production and job growth and enhance the country’s competitiveness on a global scale. Many of the ideas have been presented individually by other legislators, but Guthrie said there is support for a comprehensive bill that combines multiple initiatives to assist American businesses.

“Having worked at my family’s manufacturing business in Bowling Green, I know a strong manufacturing base is instrumental to turning the U.S. economy around and putting Americans back to work,”Guthrie said in a statement. “I also understand first-hand how federal policies can encourage or stifle innovation and job creation.”

Guthrie attached the repeal of the Affordable Care Act to the bill, which he argued already is stifling jobs and employer growth.

The Republicans’effort to defund or delay the health care law led to a 16-day partial government shutdown and has proven to be one of the most contentious issues in Washington’s recent history.

Asked if a push to remove the law could torpedo the act, Guthrie said the bill “is not wedded”to all 10 priority items being approved for it to be successful.

Guthrie said he would be open to delaying implementation or changing areas within the health care law he views as most damaging.

He also suggests replacing the health care law by allowing customers to buy individual health insurance coverage across state lines if they can find a more affordable policy in another state.

“In the end, I think the health care bill will be repealed or changed,”he said.

Guthrie tries REBUILDing American manufacturing

U.S. Rep. Brett Guthrie, R-Bowling Green, discussed his ideas for growing manufacturing jobs and increasing competitiveness during a roundtable discussion Friday with members of the local manufacturing and business community.

Guthrie discussed his recently-filed REBUILD Act with the group, which met at Stupp Bridge Co. in Bowling Green.

REBUILD stands for the Reducing Employer Burdens, Unleashing Innovation and Labor Development Act.

The bill is a “top 10 list” of policies for stimulating the manufacturing industry with elements that include investing in training programs that will match skills needed by industry, expediting the process for comprehensive tax reform, expanding offshore oil and gas production and limiting action from the Environmental Protection Agency that would negatively affect the economy.

It would also repeal the Affordable Care Act, also known as “Obamacare,” and in its place establish a framework for consumers to purchase health insurance across state lines.

Guthrie predicts doom for federal health care law

The REBUILD Act sponsored by U.S. Rep. Brett Guthrie has 10 distinct parts designed to "turn the country around," according to the Bowling Green Republican — everything from smarter investing in work force training to comprehensive tax reform.

But No. 6 on the list of provisions is titled "Repeal of the Health Care Law," and that was the part that garnered the most attention when Guthrie met with a group of about 20 Owensboro business and industry leaders Friday afternoon at Sun Windows and Doors on East 18th Street.

Guthrie issued a dire prediction for Obamacare, as the Affordable Care Act is known.

"We will either repeal it, or our health care system will completely collapse," Guthrie said. " ... If you can't force young people into the system, it will explode. There are so many unknowns. That's why I think it will collapse."

According to information supplied by Guthrie's office, the REBUILD Act (or the Reducing Employer Burdens, Unleashing Innovation and Labor Relations Development Act of 2013) was introduced by Guthrie in Congress on Oct. 28. It is made up of a top 10 list of policy priorities.

Guthrie proposes plan to REBUILD economy

Conventional wisdom is that the bigger and more complicated legislation is, the less chance it has of getting the majorities it needs in both chambers of Congress to pass.

Brett Guthrie, however, is going against that idea by pulling together a number of initiatives that haven’t gotten anywhere on their own into one comprehensive bill that he hopes can jump-start America’s economy during its sluggish recovery from the 2007-2009 recession.

On Oct. 28, the Kentucky Republican representative introduced in the U.S. House the REBUILD Act of 2013, H.R. 3355, which has components relating to investment in workforce development, research and development tax credits, comprehensive tax reform, promoting oil and gas production, lowering energy costs, repeal of the Affordable Care Act, portability of health insurance coverage, promotion of trade and reform of export laws, and more efficient use of radio spectrum bandwidth for government.

Guthrie said he wants a comprehensive approach because “it all fits together.”

“What I think about it is, you’ve got to tell the story,” he said. “In and of itself, what it does is, it’s got to make us more competitive.”

The congressman made his presentation Monday morning at Armag, a family-owned Bardstown company that manufactures explosives magazines, arms vaults and secure custom buildings for the military and law enforcement agencies.

U.S. Rep. Brett Guthrie Meets Area Leaders to Discuss REBUILD ACT of 2013

U. S. Rep. Brett Guthrie met Monday with the Danville business community, government officials and the public at Danville’s Panasonic Appliance Co, to discuss the Reducing Employer Burdens, Unleashing Innovation, and Labor Development Act of 2013. The REBUILD bill was introduced to the House of Representatives in October.

Speaking to the audience, which included state Sen. Chris Girdler, state Rep. Mike Harmon, Boyle County Judge-Executive Harold McKinney, Mayor Bernie Hunstad, City Manager Ron Scott and President of Panasonic, Yaz Kondo, Guthrie said, “Whether you’re in the economic development side or the government side or out making the product, we are all working together so people can get to work.”

“One of the reasons I’m doing this is to let people know that people are trying to solve problems in Washington, D.C.,” said Guthrie. The idea behind the REBUILD Act is to make sure that America is “the best place to do business,” Guthrie said.

According to Guthrie, the REBUILD Act, comprised of a “top 10 list” of policy priorities, would stimulate production and increase global competitiveness. The bill includes reforms related to the following issues: workforce training, the R&D tax credit, comprehensive tax reform, federal oil and gas resources, Environmental Protection Agency regulations, the repeal of Obamacare, health insurance portability, renewal of trade promotion authority, export controls and opening up more spectrum for industry for technological innovation.
