9. H.AMDT.11 to H.R.4 Amendment originally sought to replace language which authorizes Federal support of research on the transplantation of human fetal tissue for therapeutic purposes. It would have changed criteria required for the informed consent of the donor, added record keeping requirements for physicians, and required the Secretary of Health and Human Services to issue regulations specifying the purposes for which Federal funds may be used in fetal tissue research. \ As amended by the Waxman substitute amendment (A002), the original language was reinstated along with requirements that tissue be obtained in compliance with State abortion laws, and that an annual report be made to Congress on activities carried out under the fetal research provisions of the bill, including a description of whether and to what extent such research has been conducted.
