H.AMDT.669 to H.R.4602 Amendment to the Bachus (AL) substitute amendment (A009) reduces the appropriation for the National Endowment for the Arts by 1 percent instead of the 4.99 percent reduction called for in the Bachus (AL) substitute amendment. \ This amendment was subsequently rejected by a vote of the full House pursuant to clause 2(d) of rule 23 which provides, that in the Committee of the Whole, when the votes of the Delegates and Resident Commissioner are decisive, the vote must be retaken. See Roll Call No. 268.
