H.AMDT.844 (A002) Substitute amendment

AMENDMENT DESCRIPTION:
Amendment in the nature of a substitute sought to restore the original language of the bill which requires the President, along with the House and Senate Budget Committees and the Congressional Budget Office, to compare future projected spending to two baselines: one based on current policy with adjustments for projected inflation, and a second baseline, which does not include adjustments for inflation.

AMENDMENT PURPOSE:
An amendment in the nature of a substitute identical to the bill's original text. The effect of the Spratt substitute would be to negate the Penny amendment and restore the language of the bill, which requires the President, along with the House and Senate Budget Committees and the CBO to compare future projected spending with two baseline standards of current spending, one based on current policy with adjustments for projected inflation, and a second baseline, which does not include adjustments for inflation.
