2. H.AMDT.104 to H.R.2333 Amendment originally sought to reduce the State Department and Agency for International Development operating budgets and personnel by 10 percent for a total reduction of $370 million. \ As amended by the Berman substitute amendment (A002), the above was replaced with language which reduces the authorizations contained in the bill by $200 million--including a reduction of $75 million for assessed U.S. contributions to international organizations, $25 million for buildings overseas, $25 million for voluntary U.S. contributions to international organizations, and $20 million for diplomatic and consular programs.
