States would have been required to enact laws that require repeat violent offenders to serve at least 85 percent of their sentences, strengthen their pretrial detention laws, and enact "three strikes and you're out" laws. \ As amended by the Hughes substitute amendment (A017), the above was replaced with language that authorizes $3 billion to provide grants to States to develop, expand, or improve correctional facilities to ensure that prison space is available for violent repeat offenders.
