AMENDMENT DESCRIPTION:
Amendment prohibits illegal and undocumented aliens from receiving benefits under the Federal Emergency Management Agency's emergency food and shelter programs. \ As amended by the Roukema amendment (A005), language was added clarifying that the above restriction will not apply to Presidentially declared disasters.
AMENDMENT PURPOSE:
