1. H.AMDT.441 to H.R.6 Amendments en bloc: (1) clarify that the implementation of model opportunity-to-learn standards by States, local educational agencies, and schools is voluntary and not mandated; (2) simplify the definition of opportunity-to-learn standards; (3) limit the paperwork burden on local educational agencies and schools; (4) clarify that model opportunity-to-learn standards cannot be enforced through litigation; and (5) recognize that model opportunity-to-learn standards can be a useful resource for school improvement.

H.AMDT.442 to H.R.6 Amendments en bloc: (1) establish programs designed to reduce excessive student mobility; (2) provide grants to assist local communities affected by hate crimes; (3) specify that no State may receive less funds under basic grants to local educational agencies for FY 1995 and 1996 than it received in the preceding year; (4) increase the title I minimum for State administrative grants; (5) establish a mentoring program for elementary students formerly enrolled in Head Start; (6) require each State to develop plans designed to support the family unit; and (7) clarify that States are authorized to withhold or transfer funds from schools that fail to make adequate yearly progress towards enabling title I children to meet clearly defined objectives.
