AMENDMENT DESCRIPTION:
Amendment in the nature of a substitute repeals the remaining economic sanctions that had been imposed on South Africa by the Comprehensive Anti-Apartheid Act of 1986; sets parameters for future foreign aid to South Africa; and encourages investment and trade activities in South Africa with the support of international financial institutions.
AMENDMENT PURPOSE:
An amendment to insert a complete new text in lieu of reported text printed in the bill.
