AMENDMENT DESCRIPTION:
Amendment deletes section 10 which provides that, if any provision of the bill is considered to be ambiguous, the legislative history of the bill shall be considered controlling.

AMENDMENT PURPOSE:
An amendment to eliminate section 10 of the bill, which stipulates that, if any provision of the bill is considered to be ambiguous in any legal proceeding, the legislative history of the bill should be decisive.
